Tax Auditor Position

Under general supervision performs work of moderate difficulty in the analysis, reconciling, and auditing of city income tax returns for compliance with the city income tax ordinance; provides assistance to taxpayers; performs related work as required.

Essential job functions include :

• Auditing quarterly W-1 forms and annual W-3 reconciliation returns for withholding accounts.
• Checking tax liability by auditing returns and annual W-2 forms supplied by employers.
• Analyzing and auditing tax returns, withholding statements, special forms, financial statements, files, and office records for individual and business accounts.
• Requesting additional information as needed to substantiate tax liability.
• Adjusting tax returns and correcting tax liability.
• Preparing correspondence notifying taxpayer of changes made to return, refund request and tax liability.
• Assessing penalty and interest as required.
• Providing information, interpreting and explaining tax regulations, and assisting taxpayers in completing city tax returns.
• Retrieving and reviewing taxpayer account records and updating same with appropriate information from tax returns by using computer.
• Issuing taxpayer account orders to set up new accounts or make changes in existing accounts.
• Transferring accounts to reflect changes in taxpayer status and updating taxpayer information as needed.
• Determining delinquency of account and issuing delinquent transcripts to investigators for action.
• Preauditing incoming tax returns for compliance with city tax ordinances.
• Preparing posting journal identifying the nature of the bookkeeping entry.
• Auditing returns and refund claims, reviewing all aspects prior to processing refunds.
• Conducting in-depth studies of problem areas on tax returns.
• Determining most expedient manner of resolving the problem and discussing the proper action to be followed with taxpayer.
• Receiving and examining fiscal transcripts, correlating with posting journal.
• Examining zero liability returns and taking appropriate action based on findings.
• Analyzing and determining validity of tax claims filed by suburban cities.
• Verifying and preparing vouchers for payment.
• Investigating a variety of information to locate taxpayers.
• Effecting compliance from taxpayers who have failed to file tax returns.
• Reviewing tax accounts and recommending legal action, if needed.
• May issue criminal warrants as a result of such recommendations.

Required education, experience, and certifications :

Graduation from high school or general education development (G.E.D.) tests equivalency and two (2) years of increasingly responsible experience in tax preparation and / or auditing; OR graduation from an accredited college or university with an associate's degree in accounting, business, or related field and one (1) year of experience in tax preparation and / or auditing; graduation from an accredited college or university with a bachelor's degree in accounting, business, or related field; OR enrolled as a student in an accredited two- or four-year college or university program with a degree focus in accounting, business, or related field, thirty-two (32) or more credit hours and the completion of a college internship in the City of Toledo's taxation division within the last five (5) years. Must be bondable. Any user with federal tax information (FTI) access will be subject to both pre-employment and post-employment, periodic, suitability background investigations. These investigations will include, but not be limited to, FBI fingerprinting, local law enforcement records check, and confirmation of citizenship / residency, in accordance with the applicable policies and procedures.
