Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties may include, but are not limited to :

  • Has full responsibility for coordinating and administering all aspects of the BHIP so that the program provides safe, efficient and effective mental health services to Veterans and beneficiaries. Exercises independent judgment and has wide latitude in decision making.
  • Responsible for strategic planning of BHIP to ensure the program delivers high quality services for Veterans, monitoring progress towards and outcomes of strategic plans. Plans, develops and implements actions to meet short and long term goals and objectives consistent with Miami VA strategic plan. Develops, coordinates and implements comprehensive clinical services for Veterans in an outpatient setting. Guides and oversees BHIP services, determining staffing requirements and assignments in conjunction with members of treatment teams and staff areas where individual skills are best utilized.
  • Provides oversight of administrative and programmatic resources for the multidiscipline team delivering specialized, complex, and highly professional mental health services and collaborates with mental health integrated primary care on important program components and referrals.
  • Direct supervisor of psychologists (7) assigned to BHIP including review / approval of leave, securing coverage, personnel actions, performance appraisals, credentialing actions, clinical assignments, and professional consultation.
  • Resolves informal complaints and grievances, establishes and executes performance improvement plans, makes personnel recommendations, enforces disciplinary measures as appropriate to delegated authority and in coordination with Human Resource Management Service (HRMS) and appropriate.
  • Assigns and allocates program resources to maximize clinical benefits for Veterans including assignment of clinical duties to program staff, monitor and request of supplies, program space, and other resources as needed. Reports to Chief of Psychology Service, Asst Chief Psychology as designated, and ACOS MH&BS. ,Collaborates with Chief of Psychiatry, Section Chief of Social Work in identifying and prioritizing BHIP resource needs to include staffing and equipment needs of BHIP providers.
  • Tracks and monitors staffing requirements and levels of all clinical and administrative staff assigned to BHIP, and initiates submission of requests with justification to fill vacancies and add staff as needed to meet all requirements and assure safe and effective functioning of programs.
  • Responsible for programs and staff complying with all requirements established by the Department of Veterans Affairs and The Joint Commission by developing and implementing procedures and policies, preparing all required evaluations and reports, preparing for and passing all accreditation requirements and site visits, and informing and training staff to comply with all requirements and procedures.
  • Provides a full range of psycho-diagnostic services including psychological, psycho-diagnostic, intellectual, cognitive and functional assessments and writes up clear and clinically meaningful reports.
  • Works effectively with treatment teams to develop coherent treatment services and strategies for patients with psychological problems, particularly severe mental illnesses, including development of treatment plans and case management.

Work Schedule : Monday - Friday, 8 : 00 AM - 4 : 30 PM

Child Care Subsidy : After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Retirement : Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

    Qualifications

    Applicants pending the completion of educational or certification / licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

    Basic Requirements :

  • United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education
  • Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. OR

  • Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions : The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR
  • Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
  • Internship
  • Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR

  • New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR
  • VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR
  • Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE : Once board certified, the employee is required to maintain board certification.) OR
  • Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
  • Licensure : Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
  • English Language Proficiency : Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
  • Board Certification : Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education.

    Grandfathering Provision . [All persons employed in VHA as a psychologist on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education (i.e., degree and internship requirements) and licensure / certification that are part of the basic requirements of the occupation.

    (1) Employees grandfathered under this provision for this revision may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions or beyond the assignment currently held for those being grandfathered to assignments above FPL.]

    (2) Psychologists who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.

    (3) Psychologists initially grandfathered into this occupation who subsequently obtain additional education and / or licensure that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

    NOTE : If psychologists who are grandfathered under this provision leave the occupation, the 5 employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

    Grade Determinations : Psychology Program Manager, GS-14

    Experience . At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. (b) Demonstrated Knowledge, Skills, and Abilities.

    In addition to the experience above, the candidate must demonstrate all of the following KSAs :

    1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.

    2. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.

    3. Ability to deal effectively with individuals or groups.

    4. Skill in managing and directing the work of others to accomplish program goals and objectives.

    5. Ability to translate management goals and objectives into well-coordinated and controlled work operations.

    6. Ability to establish and monitor production and performance priorities and standards.

    7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.

    Physical Requirements : The work requires patience and emotional regulation. The work may require using appropriate techniques to verbally intervene and physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects. Some of the work may performed in a setting away from the office or alternate work setting (telework eligible) where the environment cannot be controlled.
