Monterey One water is looking for an experienced analyst with a positive disposition to join our team. The ideal candidate should have strong technical skills, an understanding of regulatory compliance concepts, and the ability to effectively communicate complex information in a fast-paced environment. Experience with water / wastewater regulatory compliance a bonus.

Under general direction, performs duties related to various Agency Environmental and Regulatory Compliance Programs. Coordinates, monitors, and provides technical input for assigned programs and projects; provides responsible technical expertise to the Regional Treatment Plant management team and outside agencies relative to area of assignment; and performs related work as assigned.

Essential Functions

  • Performs permit compliance tasks and supports Environmental and Regulatory Compliance Programs related to water, wastewater, recycled water, biosolids, groundwater recharge, sanitary sewer overflow, air quality, hazardous materials, and hazardous waste including but not limited to : Monterey Bay Air Resources District (MBARD) and Title V permits, National Pollutant Discharge Elimination System (NPDES) and Waste Discharge / Water Recycling Requirements (WDR / WRR), Department of Toxic Substances Control (DTSC) hazardous waste, and Certified Unified Program Agency (CUPA) Hazardous Materials Business Plan (HMBP).
  • Supports implementation of Environmental and Regulatory Compliance Programs, including policies and procedures to ensure Agency conformance with all applicable Federal, State, and local regulations pertaining to water, wastewater, recycled water, biosolids, groundwater recharge, sanitary sewer overflow, air quality, hazardous materials, and hazardous waste.
  • Drafts permits for program areas to enforce Agency ordinances;
  • Prepares permit applications, completes technical evaluation, and compiles documentation necessary to obtain permits to operate for assigned program areas including, but not limited to, MBARD, Title V, NPDES, and WDR / WRR and CUPA.
  • Contributes to preparation and submittal of various reports to regulatory agencies including obtaining, tracking, and analyzing data; managing schedules; facilitating intra-departmental coordination for timely submittals; and submitting regulatory reports in accordance with permit and regulatory requirements.
  • Reviews and analyzes legislative and regulatory activities and reports on their impact to the Agency's programs, projects, and operations; recommends and implements approved changes to Agency policies, procedures, and ordinances as a result of regulatory changes.
  • Supports activities to ensure permit requirements are met; tracks and oversees implementation of new regulations; assists with developing and maintaining computerized tracking systems.
  • Coordinates and facilitates meetings as needed to ensure department goals are achieved including preparing agendas, meeting minutes, and performing follow-up to document and ensure progress towards completing action items assigned.
  • Facilitates intra-departmental and external coordination of planning activities and program services; facilitates intergovernmental agreements where necessary; ensures that Agency goals are integrated into local and regional plans.
  • Responds to internal and external data requests; assists in preparing presentation materials and conducting Agency staff training related to assigned areas; assists in developing compliance guidance training materials, documents, and policies.
  • Responds to Agency staff requests for information and support related to compliance with Federal, State and local regulatory requirements; assists and supports Agency staff related to assigned areas to provide knowledgeable guidance on changes in regulatory requirements.
  • Contributes to the preparation of professional service requests for proposals and scopes of work; participates in evaluation and selection of consultants; assists with overseeing and directing the work of outside consultants using effective project management skills to ensure adherence to schedule and budget; reviews work products; and provides recommendations to Agency staff.
  • Collects, analyzes, and interprets data and contributes to preparation of various regulatory and technical reports, statements and projections related to compliance activities.
  • Supports the Agency in obtaining and renewing requisite environmental and regulatory permits; provides comprehensive support to all Agency work units regarding future, pending, and existing regulatory compliance issues and supports interagency response efforts.
  • Contributes to the preparation of information related to areas of assignment for Agency management, Board of Directors, employees, and other government agencies.
  • Stays abreast of current legal and regulatory changes by the State and Federal governments related to areas of assignment to ensure the Agency is prepared to comply with future requirements and to position the Agency for opportunities to collaborate, innovate and competitively apply for grant funding.
  • Conducts audits and investigations of Agency facilities, plan documents, and operations to assess compliance with regulations and submits reports of findings and makes recommendations for corrective action to appropriate staff.
  • Performs other job-related duties as assigned.

Qualifications

Knowledge of

  • Application and interpretation of Federal, State and local laws and regulations governing hazardous materials, hazardous waste, air, and water / wastewater.
  • Principles, procedures, standards, practices, trends and information sources in the field of environmental and regulatory compliance.
  • Principles and practices of coordinating and monitoring environmental compliance.
  • Techniques for effectively representing the Agency in contacts with Agency management, Board of Directors, employees, and government agencies.
  • Application of ordinances, legislation, policies, standards, procedures and historical practices associated with areas of assignment.
  • Research and statistical methods and techniques.
  • Environmental laws and regulations.
  • State and regional organizations.
  • Wastewater collection, treatment, and recycling functions and compliance requirements.
  • Wastewater treatment plant process and process control parameters.
  • Office methods, procedures, and equipment, including the operation and maintenance of computers, graphic software / applications, telecommunication, and printing machines.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, consultants, and Agency staff.
  • Record keeping principles and procedures.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Ability to :

  • Accurately collect, analyze and interpret data related to areas of assignment.
  • Identify relevant challenges, develop alternatives, and make sound recommendations.
  • Prepare clear, concise and accurate reports, correspondence and other written materials.
  • Understand and apply Agency policies, regulations and programs.

  • Evaluate, interpret and explain complex environmental and regulatory compliance laws, rules, and regulations pertaining to the Agency's projects and operations.
  • Make clear, concise and effective written, graphic and oral presentations of complex information.
  • Understand legal and statistical data in technical reports.
  • Prioritize assignments and project tasks.
  • Respond to requests in a timely and efficient manner.
  • Plan and organize work to meet changing priorities and deadlines.
  • Maintain effective working relationships with those encountered in the course of the work.
  • Coordinate Agency resources in a multi-disciplinary approach to resolving challenges.
  • Exercising sound, independent judgment within general policy guidelines.
  • Operate computer and word processing, spreadsheet and graphics software.
  • Education and Experience :

    Any combination of experience and education / training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Graduation from a four-year college or university with major course work in planning, environmental science, public administration, engineering, or a closely related field. Must have one (1) year of environmental or regulatory compliance experience. A background in water / wastewater is a plus.

    License or Certificate :

  • Possession of valid California Motor Vehicle Driver's license and be insurable with the Agency's insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position or suitable alternative transportation to be approved by the Agency.
  • Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment and continued maintenance of valid certificates as a condition of employment for this position.
  • Physical and Environmental Demands

  • Standing & Walking - Mobility to stand and walk between work areas; to travel to various sites, including traversing and climbing uneven terrain; to attend meetings and to operate a motor vehicle.
  • Lifting - Ability to safely lift up to 10 pounds overhead and 20 pounds to waist level; both these requirements include bending at knees to facilitate proper lifting techniques : 1 minute up to 5 minutes per day.
  • Manual Dexterity - Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as operating a computer keyboard; copying, and adding machines; writing : 1 hour up to 8 hours per day.
  • Visual - Ability to read printed materials and view a computer screen for long periods : 30 minutes up to 8 hours per day.
  • Hearing and Speech - Ability to communicate in person, before groups, and over the telephone.
  • Mobility - Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites. Job requires the ability to perform the following activities : reaching, carrying, pushing, pulling, stooping, and bending.
  • Environmental Elements

    Employees work in an office environment with moderate noise levels, and controlled temperature. Employees may work on plant and construction site environment; travel from site to site; exposure to inclement weather conditions, noise, dust, grease, smoke, fumes, and gases; work on slippery or uneven surfaces; work or inspect underground; work around heavy construction equipment. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing Agency policies and procedures.

    WORKING CONDITIONS

    May be required to work evenings, weekends, holidays, and emergencies.

    Vacation

    Six month waiting period, accrual every pay period. 440 is the max accrual.

  • 1-3 years = 80 hours / year
  • 3-8 years = 120 hours / year
  • 8-15 years = 160 hours / year
  • 15-20 years = 176 hours / year
  • 20-30 years = 200 hours / year
  • 31+ years = 4 additional hours per year of service
  • Sick Leave

    Employees are granted 96 hours of sick leave, accrued per pay period. There is no limit to the amount of sick leave an employee may accrue due to the Public Employees Retirement System (PERS) sick leave conversion credit accumulation upon retirement.

    Bereavement Leave

    Up to five days per incident. Employees can use sick, vacation, compensatory time, or Admin leave.

    Military Leave

    Temporary military leaves of absence will be granted to engage in ordered military duty.

    Holidays

    13 paid Holidays per year + 1 floating holiday per year.

    EAP

    The Agency provides and pays for an EAP Program through Claremont EAP.

    Education Incentive

    The employee will be reimbursed for books and tuition only and the employee will receive reimbursement of the course with a grade of "C" or higher. There is a 6 month waiting period for this benefit. Reimbursement is limited to the following maximums :

  • Community College $1,000 per calendar year
  • University / State School $2,500 per calendar year
  • Master's Degree level $3,500 per calendar year

    AFLAC, Flexible Spending Account (unreimbursed medical and dependent care) and Deferred Compensation Plan (Principal, no matching funds).
