Principal Technical Program Manager

We are looking for hands-on TPM's with expertise and passion in solving difficult problems in all areas of software engineering : distributed systems, identity, security, observability, and user experience.

This is a greenfield opportunity to design and build new cloud centric applications from the ground up. We are growing fast, still at an early stage, and working on ambitious new initiatives. • Who are we looking for?

In this Principal Technical Program Management role, you will be working across a multi-functional team that understands our business and its objectives, to lead us through planning and designing technical solutions to solve the business's problems in a very agile, fast-paced, and collaborative environment. The position relies heavily on influence rather than authority to drive projects.

You will define project scopes, plan and direct schedules while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute progress reports; handle risks and issues; correct deviations from plans; and perform delivery planning for assigned projects.

You will monitor the project from initiation through delivery. Organize the interdepartmental activities ensuring completion of the project / product on schedule and within budget constraints. You will assign and monitor work of systems analysis and program staff, providing technical support and direction.

You will collaborate closely with partners in program and product management to understand our customers and build the right solutions and products that makes their needs and businesses complete.

You should possess exceptional problem-solving skills, strong business judgment, and notable experience collaborating in hybrid teams. You are a self-starter technical leader with a shown ability to implement both strategically and tactically, and someone who is excited to take on new projects.

You have strong interpersonal skills including mentoring, coaching, collaborating, and team building. You should be customer-focused with a passion for the cloud. • Role Summary

In this IC4 Technical Program Management role, you will serve as an

This role drives frameworks, standards, governance, and automation that enable teams to deliver predictable, high-quality releases across Oracle Health. You will

You will build and standardize quality frameworks, test execution models, define environment readiness criteria, code promotion standards, testing cycles, and feature flag governance-ensuring engineering pillars operate with consistent, mature, and automated processes.

• Quality Framework & Operational Maturity
• Partner with QET to define and drive adoption of Oracle Health's Quality Framework and engineering maturity standards.
• Document and enable consistent expectations for code quality, testing rigor, readiness, and automation across teams.
• Testing Standards, Execution Model & Automation
• Define standardized testing requirements and quality bars (unit, integration, regression, MAT, E2E, performance).
• Partner with QET and QE teams to ensure consistent test practices, acceptance criteria, and evidence expectations.
• Work with QET and LCM to identify and define automation needs across testing, validation, and readiness workflows, and drive engineering adoption.
• Environment Readiness & Code Promotion Governance
• Collaborate with LCM to define environment readiness criteria, code promotion rules, and validation requirements across environments.
• Establish clear gating standards, evidence requirements, and promotion workflows that ensure consistent quality and reliability release-over-release.
• Testing Cycles, Release Quality Rhythm & Feature Flag Governance
• Define standard testing cycles and quality rhythms for monthly releases, hotfixes, and major trains.
• Ensure consistent readiness gates, validation workflows, and approval steps across all engineering pillars.
• Define and document feature flag lifecycle and governance expectations, ensuring consistent rollout, testing, monitoring, and rollback patterns.

• Job Requirements :
• Excellent oral and written communications skills and experience interacting with both business and Development / Engineering staff at all levels including the executive level.
• Solid analytical, planning, and interpersonal skills with an ability to handle competing demands.
• Strong knowledge and understanding of business need with the ability to establish / maintain high level of customer trust and confidence.
• Strong experience of software development process models as well as expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.
• Strong skills to evaluate product performance metrics, as well as diagnose and resolve issues.
• Experience with technical design discussions and ability to summarize complex trade-offs and options in presentation and technical documentation.
• Ability to effectively represent engineering perspectives to partner organizations, product teams, and executive leadership.
• Ability to work across and engage individuals and teams located across multiple geographies and or cultures.
• Work as a lead contributor individually, and as a team member, providing direction and mentoring to others as needed / requested.
• Drive other obligations management duties, as needed.
• Minimum Qualifications :
• Bachelor's degree in computer sciences, software engineering, technology management, business management, or similar.
• 8+ years of experience as hands-on technical project / program manager; preferably in a related industry.
• Advanced knowledge of the full life cycle of product development and experience launching and operating customer-facing cloud services.
• Preferred Qualifications :
• 8+ years of project management, product design or related experience.
• Master's degree in Computer Science, Business Administration or equivalent work experience
• Thorough understanding of public cloud infrastructure services, such as Compute, Storage, Identity and Networking.
• Experience in the healthcare industry and / or electronic medical records systems.
• Demonstrated knowledge of OCI or AWS, Azure, Google IaaS, SaaS and PaaS services.

US : Hiring Range in USD from : $90,100 to $199,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off : Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.
