About Just Compassion

Just Compassion of East Washington County is a community-centered nonprofit dedicated to addressing the needs of unhoused individuals by building relationships and working toward long-term housing stability. We operate with a low-barrier, housing-first approach, ensuring equitable access to services for all individuals. Our Health-Related Social Needs (HRSN) program, funded in part through Medicaid, delivers housing case management, tenancy supports, and care coordination across multiple Oregon counties.

Position Summary

We are seeking an experienced and strategic Program Manager to lead our multi-county Medicaid / HRSN operations. This position oversees four Program Supervisors—two in Tigard, one in Salem (Marion / Polk Counties), and one in Eugene (Lane County)—and ensures consistent, high-quality service delivery, compliance with Medicaid and HRSN standards, and alignment with Just Compassion’s mission.

The Program Manager will guide program growth, support staff development, foster collaboration with Coordinated Care Organizations (CCOs), and ensure the sustainability of services. While direct Medicaid / HRSN experience is preferred, we are seeking a leader with a proven track record in housing program management and multi-site supervision.

Key Responsibilities

Leadership & Oversight

  • Directly manage four Program Supervisors across multiple counties.
  • Ensure consistent implementation of program policies, workflows, and quality standards across all HRSN service areas.
  • Lead regular leadership meetings with Program Supervisors to review performance, troubleshoot challenges, and align strategies.

Program & Compliance Management

  • Ensure adherence to Medicaid, HRSN, and other funder requirements, including service delivery, documentation, and billing protocols.
  • Partner with administrative and finance teams on compliance, audit preparation, and accurate reporting.
  • Monitor program outcomes and data trends to inform program improvements and expansion opportunities.
  • Staff Development & Support

  • Provide coaching, mentoring, and professional development to Program Supervisors.
  • Foster a collaborative, trauma-informed, and equitable work culture across sites.
  • Support succession planning and leadership development within the program.
  • Partnerships & Representation

  • Serve as the primary point of contact for CCOs, Medicaid entities, and key community partners related to HRSN programming.
  • Represent Just Compassion at statewide Medicaid / HRSN meetings, coalitions, and conferences.
  • Strengthen partnerships with culturally specific organizations and community-based providers.
  • Strategic Planning

  • Contribute to agency-wide strategic initiatives related to housing, healthcare integration, and service expansion.
  • Identify opportunities for program growth, funding diversification, and operational efficiencies.
  • Minimum Qualifications

  • 3+ years of supervisory or leadership experience in nonprofit, healthcare, or housing programs.
  • 3+ years of experience running housing programs, preferably in low-barrier or Housing First models.
  • Excellent organizational, problem-solving, and communication skills.
  • Ability to travel regularly across Oregon (valid driver’s license required).
  • Preferred Qualifications

  • 6+ years of supervisory or leadership experience in nonprofit, healthcare, or housing programs.
  • 4+ years of experience running housing programs, preferably in low-barrier or Housing First models.
  • Experience with Medicaid, HRSN, or healthcare-related case management (preferred but not required).
  • Demonstrated success managing multi-site teams.
  • Strong understanding of trauma-informed care, housing-first principles, and equitable service delivery.
  • Physical Requirements

  • Ability to walk up and down stairs and stand for extended periods.
  • Ability to lift up to 20 pounds and assist with light physical tasks.
  • Ability to travel between program sites and work occasional evenings or weekends as needed.
