Director of Career and Technical Education and Workforce Development

Supervised by / Reports to : Chief Academic Officer or designee

Terms of Employment : At-will employee subject to the Students First Act of 2011 and other applicable state and federal laws. Daily work schedule will be determined by the supervisor. FLSA Designation : Exempt

Position Summary :

The Director of Career and Technical Education and Workforce Development will oversee all CTE, workforce development, credentialing, and dual enrollment CTE instructional programs within the district to ensure students graduate with meaningful college and career readiness credentials. This role includes leading partnerships with higher education, business, and industry to create pathways that align education with workforce needs and economic opportunities.

Qualifications :

  • Current Alabama Teacher's Certification, Master's Degree or higher with an endorsement / certification in Leadership, Administration, and Supervision.
  • Three or more successful years of experience in educational administration or supervisory positions in Career and Technical Education and Workforce Development.
  • Background in credentialing (short- or long-term), skills centers, dual enrollment CTE programs, and / or experience in business or industry desired.

Essential Duties :

  • Administer, promote, and evaluate all career and technical education, workforce development, and credentialing programs.
  • Collaborate with higher education institutions, business and industry partners, and community leaders to strengthen CTE and workforce pipelines.
  • Work with the ALSDE, Chamber of Commerce and local business and industry leaders to develop partnerships, internships, apprenticeships, and cooperative education programs.
  • Establish, maintain, and periodically revise policies, course frameworks, articulation agreements, and plans for maintaining curriculum relevance.
  • Maintain operating standards required by the State Board of Education.
  • Build and sustain positive relationships with students, parents, staff, and community stakeholders.
  • Manage daily operations of the district's career center(s).
  • Lead the district's overall efforts related to CTE, workforce development, credentialing, and dual enrollment programs.
  • Collaborate with high school principals, district leadership, postsecondary institutions, and industry representatives to expand career-connected learning opportunities.
  • Lead district initiatives to meet state targets for career-ready graduates, CTE enrollment, credential attainment, and military enlistments.
  • Write, submit, and manage local, state, and federal grants to support CTE, workforce development, and credentialing initiatives.
  • Ensure all CTE programs have the resources, instructional materials, and technology necessary to remain competitive with surrounding districts.
  • Represent Montgomery Public Schools at workforce development, chamber, and business / industry-related events.
  • Key Performance Indicators (KPIs) :

    This position will be evaluated annually by the Superintendent or designee, based on the successful administration, oversight, and impact of federal programs, as measured by the following minimum key performance indicators :

    1. Provide Relevant Workforce Development Professional Development for Teachers

  • Achieve 80% participation of CTE teachers in at least two workforce-focused PD sessions annually.
  • Ensure 80% of new CTE teachers actively participate in a Professional Learning Community (PLC), with at least two meetings per year.
  • Align 100% of PD sessions to district CTE priorities and current industry standards.
  • 2. Maintain and Expand Strategic Partnerships for Workforce Development

  • Establish and sustain at least five active partnerships annually with postsecondary institutions, the Chamber of Commerce, and local industry leaders.
  • Increase student participation in internships, apprenticeships, and other structured work-based learning opportunities by at least 10% year-over-year.
  • Ensure the Workforce Advisory Council meets twice annually and reflects diverse industry representation.
  • Collaborate with the Chamber and business community to identify high-demand fields and align pathways to workforce needs.
  • 3. Strengthen Credentialing and Workforce Readiness Outcomes

  • Increase the number of students earning industry-recognized credentials or certifications by at least 10% annually.
  • Ensure that 100% of CTE programs include credentialing opportunities aligned with local and regional workforce demands.
  • Verify that all issued credentials meet state and industry verification standards.
  • Provide annual reporting on credential attainment rates and alignment to high-wage, high-demand fields.
  • 4. Provide Continuous Development of Workforce-Aligned CTE Curricula

  • Conduct annual reviews of at least 50% of CTE programs with documented recommendations for improvement.
  • Align at least 75% of programs to three- or four-year course sequences that culminate in credentialing or postsecondary credit.
  • Ensure each CTE pathway includes at least one credential of value leading to employability or postsecondary opportunity.
  • 5. Extend the Role of Career Development Across the School Community

  • Ensure 75% of students in grades 812 have annually updated career plans in collaboration with counselors.
  • Increase student participation in CTSOs (Career and Technical Student Organizations) and career-related extracurriculars by 10% annually.
  • 6. Improve Articulation with Postsecondary Institutions and Work-Based Programs

  • Increase dual enrollment offerings by at least one new program per year.
  • Ensure 70% of dual enrollment students earn transferable credits by graduation.
  • Expand collaboration with postsecondary and workforce partners to create seamless transitions from school to career.
  • 7. Enhance and Support the Use of Technology

  • Equip at least 50% of CTE classrooms with AI, VR / AR, robotics, or simulation-based learning tools.
  • Increase student access to online certification and digital credentialing platforms by 10% annually.
  • Ensure at least 75% of students have equitable access to digital learning resources across all CTE programs.

The employee is occasionally required to stoop, kneel, or squat. The employee may regularly lift and / or move up to 25 pounds and occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, ability to focus, and peripheral vision.

    Evaluation :

    Performance of this job will be evaluated annually in accordance with provisions of the Board's policy on Evaluation of Certified Employees. Evaluation will be conducted by the Chief Academic Officer (CAO) or his / her designee.
