JOB DESCRIPTION :
- Supervises and coordinates the assembling, tabulating, calculating and verifying, posting, and filing of payroll data.
- Responsible for payroll bank account transfer documentation and timely payment of related taxes and withholdings.
- Coordinates the revision, formulation and implementation of payroll record keeping systems and procedures.
- Submits all tax reports to the various governmental agencies and to the Board's employees as required by law.
- Designs and maintains accounting and payroll systems that will be efficient, provide useful reports, and maintain internal controls.
- Plans work flow and workloads of the Payroll Office employees toward accomplishing the tasks efficiently within limited time periods.
- Prepare special financial studies as requested.
- Participates in functions, meetings, etc. which affect or are affected by financial planning.
- Interviews and recommends for employment qualified personnel to perform the work for the department.
- Maintains good working relationship between Finance and the other offices of the Board.
- Completes financial questionnaires from other agencies.
- Works with the Examiners of Public Accounts in their annual audit and preparation of state financial report.
- Supervises the monthly balances of payroll general ledger accounts. Prepares quarterly and annual payroll reports such as but not limited to : 941's and W-2s. Makes complex arithmetical calculations and verifies computations.
- Supervises or performs responsible tasks related to the preparation and management of payroll records and reports.
- Serves as a liaison between the systems personnel and finance department. Assists the finance department in budgeting and calculating payroll and related payroll costs.
- Coordinates and supervises the maintenance of leave balances and the maintenance of all time and attendance records in Frontline.
- Performs other tasks as assigned by the Chief School Financial Officer.
- Adhere to school system rules, administrative procedures, local board policies, and state and federal rules and regulations.
- Engages in professional growth and demonstrates professional ethics and leadership.
QUALIFICATIONS :
Bachelor's Degree from an accredited college and five (5) years of successful experience in analyzing and interpreting accounting records and procedures, assisting with data processing, assisting with payroll procedures and participation in budget preparation preferred.Experience with automated employee payroll and time and attendance system's preferred.Proven track record in problem solving and effective human relations.Alternatives or additions to the above qualifications as may be deemed appropriate by the Superintendent.APPLICATION REQUIREMENTS :
