ECS is searching for a Financial Analyst, Early Childhood Education and Family Services (“ECE”),  who embraces our mission and possesses a strong commitment to supporting the life-changing services we offer.

General Description

Under the direction of the Chief Financial Officer, and in collaboration with the Director of Early Education and Family Services, the Financial Analyst performs complex and varied budget functions ensuring accountability for timely execution, accuracy of the program’s financial transaction and for the integrity of the reporting function. The Financial Analyst is responsible for developing and monitoring budgets, ensuring fiscal compliance with contractual and governmental regulations, and submitting claims for Head Start, Early Head Start, and CA State Preschool contracts.

Budgeting & Forecasting

  • Develop budgets for ECE grant applications with the Chief Financial Officer and the Director, ECE.
  • Ensure timely completion of internal annual budgets and monthly forecasts.
  • Input annual budgets into the Accounting system accurately and timely.
  • Develop and analyze monthly budget vs. actual variance reports and present information to management staff and committees as assigned.
  • Attend and participate in monthly accounting and program meetings and other meetings as required.
  • Meet regularly with Director, ECE to review activities and identify priorities.
  • Maintain ECE budget account structures in accordance with the funding source, and federal rules and regulations.

Compliance & Reporting

  • Possess or achieve a general understanding of Head Start mission and Program Performance Standards.
  • Attend relevant trainings and monitor government websites to ensure ECS is abreast of changes to compliance requirements for assigned grants.
  • Responsible for Quarterly Administrative Cost reporting to funder for Head Start and Early Head Start
  • Claims & Reimbursements

  • Maintain accurate records as requested that support and document financial claims.
  • Review expenditures to ensure they are allowable and allocable to Early Childhood Education grants and are recorded in accordance with ECS’ policies and Generally Accepted Accounting Principles. Collaborate with the Finance and ECE teams to correct deviations from policies and address discrepancies in policies and training.
  • Prepare and submit accurate semi-monthly claims for reimbursement for Head Start and Early Head Start programs and monthly cost reports for State Preschool grants by the assigned date.
  • Responsible for Child Nutrition Program reporting and claims.
  • Follow up with funding granting agencies to ensure timely receipt of funds for claims.
  • Accounting & Audit

  • Prepare accurate journal entries as appropriate for ECE programs.
  • Responsible for receiving, replying to, and complying with monthly monitoring and audits by funder for Head Start and Early Head Start programs.
  • Assist with other audits conducted by funding agencies and the annual financial statement audit.

    Education / Experience :   Bachelors in Business or other business related field. Minimum of three (3) years’ experience in budgeting and preparation of claims for reimbursement. Experience in Head Start Performance Standards and federal and state grant requirements preferred.

    Other / Special : Ability to pass a physical examination, tuberculin skin test, alcohol and drugs, including marijuana. Fingerprint clearance and criminal check required. Free from exclusion and debarment. Verification of current driver’s license and automobile insurance required for personal car usage.
