Job Summary :

A Program Coordinator plans and coordinates the activities of an operation or program. Work of this class may involve supervising program and office support personnel.

Incumbents receive moderate supervision from an administrative superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion.

Essential Functions :

Plans and coordinates the activities of an operation or program, developing long-range goals, obtaining funds, organizing activities, ensuring compliance with operational or program standards or contractual terms and evaluating outcomes.

Within specific guidelines, develops, implements and recommends changes in program policies and procedures; interprets policies and procedures for others.

Prepares grant proposals by assembling grant materials and writing grant applications.

With others, prepares and administers a program or operations budget developing budget recommendations and monitoring budget expenditures.

Oversees and may participate in the provision of services to program recipients or operation customers, monitoring program efficacy and activities of program staff in their dealings with recipients and customers, advising customers or counseling recipients.

Monitors procurement actions, service agreements and / or contracts to ensure compliance with terms of agreement and performance level; consults with program personnel and resolves problems; ensures that payments are made and contracts are renewed as necessary.

Evaluates program activities to determine program effectiveness and to ensure achievement of program objectives, utilizing field observation, customized application software and analysis techniques; identifies obstacles to objectives and recommends improvements.

Writes reports and memoranda for consideration and approval by superiors and others recommending revisions in legislation or policies and procedures.

Speaks before community groups and other organizations presenting, explaining and promoting program or operation services.

Collaborates with other agencies and organizations at local, State and Federal levels to maximize quality and utilization of program or operation.

May hire, fire, promote, evaluate the performance of and train program staff.

Writes reports on program activities for submission to superiors and others.

Performs related work as required.

Minimum Qualifications :

Education : Have a bachelor's degree from an accredited college or university.

Experience : Have three years of experience in planning, supervision, evaluation or coordination of a program or business or operation.

Equivalency Notes : Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates :

N / A.

Knowledge, Skills, & Abilities :

Knowledge of the basic techniques of program administration or business management.

Knowledge of the principles, practices and techniques of program development, implementation and evaluation.

Knowledge of standard processes involved in contract management or procurement.

Knowledge of grant funding requirements.

Knowledge of customer relations.

Knowledge of basic Federal grant procedures.

Ability to plan, organize, implement and administer a program or operation.

Ability to utilize common business software.

Ability to make budget recommendations and control expenditures.

Ability to develop and install program procedures.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with program recipients, customers, community groups and representatives of public and private agencies.

Administrative ability.

Background Check

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month.
