Floodplain Manager / Development Review Engineer
The City of Kent is seeking a knowledgeable and dedicated Floodplain Manager / Development Review Engineer to ensure compliance with critical flood hazard regulations and to guide infrastructure projects from concept to completion. In this role, you'll serve as the City's subject matter expert on Special Flood Hazard Area regulations and lead our efforts in the National Flood Insurance Program (NFIP) and Community Rating System (CRS). You'll work closely with engineers, developers, and City staff, applying your technical expertise to evaluate site plans, review engineering designs, and improve floodplain management processes. The ideal candidate will have at least three (3) years of technical Civil Engineering design experience as well as experience reviewing development proposals. Certified Floodplain Manager (CFM) is required.

Under the direction of the Development Engineering Manager or designee, perform engineering duties related to project / plan review and permit issuance; evaluate utilities, stormwater management systems, road design, site work, and property-related issues, for consistency with applicable City Codes, agreements, ordinances, and regulations.
This position serves as the City's expert for administering Special Flood Hazard Area (SFHA) regulations, as well as compliance with the National Flood Insurance Program (NFIP) and Community Rating System (CRS) requirements.
Work is characterized by close interaction with city staff, applicants, developers, contractors, utility districts and consultants. The incumbent serves as a professional / technical advisor, making decisions requiring collaboration with people of various technical backgrounds.
The incumbent specializes in reviewing engineering designs, cost estimates, construction plans and specifications for the public works and floodplain elements of construction projects prepared by other professionals. The incumbent works during all phases of development projects including pre-application, plan review construction and post-construction phases of projects.
Work is performed under limited supervision. The supervisor sets the overall objectives and resources available. The incumbent and the supervisor work together to develop deadlines and work to be completed. Incumbent is responsible for the work; plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. The incumbent is required to occasionally visit construction sites to inspect work progress and communicate with the construction engineer. Incumbent keeps supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
Ensure the City's compliance with mandatory minimum requirements for participation in the National Flood Insurance Program (NFIP)
Review development permits within mapped Special Flood Hazard Areas (SFHA) and advise applicants on flood hazard development regulations.
Assist the public of Kent on all matters relating to properties located within the SFHA.
Lead the City's participation in the FEMA Community Rating System (CRS).
Complete FEMA Community Assistance Visits (CAV).
Improve City processes and staff training on floodplain management topics.
Ensure updates to flood hazard regulations align with NFIP and city policies.
Identify and address quality assurance and implementation challenges within city floodplain management.
Provide professional and technical support to the applicants and their representatives (i.e. architects, attorneys and engineers).
Perform non-floodplain-related development engineering duties, including :
Analyze project requirements, physical location and other pertinent data;
Visit proposed sites to evaluate onsite and offsite conditions
Review complex engineering construction plans and documents for conformance to the City's requirements.
Interpret and explain applicable substantive and procedural requirements.
Review and approve revisions to construction plans; resolve construction challenges with inspectors and contractors; review engineering as-built plans; attend final walk-through inspections to identify construction deficiencies.
Establish and maintain cooperative working relationships with the public, utility companies, property owners and engineering consultants; resolve concerns, issues and complaints as necessary.
Review documentation related to public right-of-way, easements and covenant agreements.
Actively support the vision, mission, values, and goals of the department and the City.
