Our client is a technology company that specializes in peer-to-peer (P2P) payment solutions, enabling instant transactions between consumers and businesses across a global network.
Role Summary
As their highest-ranking executive, the CEO and Head of Administration is the operational powerhouse driving company's day-to-day success in Lithuania. This critical, full-time local presence role serves as the single point of accountability to the Bank of Lithuania (BoL), ensuring they operate soundly, maintain full regulatory compliance, and execute their approved business plan flawlessly. The ideal candidate must successfully clear the BoL's rigorous Fitness and Propriety assessment to take the reins.
Responsibilities and Accountabilities
1. Regulatory Compliance and Governance (BoL Primary Focus)
Assure the Bank of Lithuania (BoL) of the company's commitment to full regulatory compliance with the Law on Payment Institutions, PSD2, AML / CTF, and all other relevant Lithuanian regulations, serving as the primary executive point of contact.
Build and champion a robust, effective internal control framework, spanning risk management, compliance, and internal audit functions.
Drive the localization, approval, and deployment of all critical internal policies (e.g., AML / CTF, Safeguarding of Funds, Business Continuity, IT / Security).
Maintain continuous oversight to ensure the company always holds the minimum required initial capital and sufficient own funds to cover operational and compliance risks.
Submit all mandatory statutory and supervisory reports to the Bank of Lithuania and relevant authorities accurately and on time.
2. Strategic, Financial, and Operational Leadership
Drive strategy execution : Lead the successful execution of the business plan approved by the Board, ensuring the company's growth is matched by its operational readiness and control capabilities.
Manage financial performance : Oversee the financial performance, budget control, and forecasting, ensuring the company's financial viability and sustainability.
Oversee operations : Directly manage and control all critical operational functions, including payment services, risk exposure, and systems stability.
Ensure safeguarding of funds : Ensure strict adherence to the safeguarding requirements for client funds as mandated by the Law on Payment Institutions.
3. People Management and Culture
Resource qualified and experienced personnel across all key functions (Compliance, AML, IT / Security) as promised in the licensing application.
Champion a strong, embedded culture of compliance and risk awareness throughout the organization.
Facilitate seamless communication and collaboration between the Management Board, the Management (Administration) Team, and the Supervisory Function.
