Description

Summary : The Supervisor - Services for Vulnerable Populations oversees new and existing programs and initiatives within the Refugee Resettlement Department to expand service provision and promote inclusivity. This position supervises the Intensive Case Management and Refugee Health Promotion programs, which serve ORR-eligible populations including refugees, asylees, parolees, Special Immigrant Visa holders, Cuban / Haitian entrants, and victims of human trafficking. The Supervisor will also lead special projects, mental health initiatives, Master of Social Work (MSW) internship supervision, case management, and related program efforts.

Essential Duties and Responsibilities include the following.

Supervision and Staff Development

  • Supervise case management, mental health case management, and direct service staff within programs including Intensive Case Management, Refugee Health Promotion, and others.
  • Provide SIFI supervision to MSW interns, including oversight of MSW programming within a private grant and a collaborative approach to internship planning and recruitment.
  • Hold supervisees accountable for program deliverables and guidelines, ensuring compliance with contract requirements and internal performance standards.
  • Engage regularly with supervisees in order to comprehensively inform them of resources and best practices in handling case management and service provision with a trauma-informed lens.
  • Use a strengths-based approach to supervision, ensuring case managers and staff are provided with the tools they need to meet their goals and objectives, and assess and monitor progress.
  • Coordinate crisis intervention education, resources, and services for staff to better respond to complex client needs, including mental health crises, domestic / intimate partner violence, and more.
  • Work as part of a team to provide comprehensive trauma-informed, strength-based services to clients through coordination of cases and effective communication.
  • As needed, carry a small caseload to support resettlement staff and for training purposes.

Program Oversight and Development

  • Directly manage new and existing initiatives to provide services to ORR eligible populations and other vulnerable immigrant populations, as designated by respective program guidelines.
  • Design, implement, coordinate, monitor, and evaluate health and wellness programming across multiple state, federally, and privately funded contracts.
  • Participate in creative process for program planning, design, and implementation.
  • Contribute to and support proposal development to expand available services, with a focus on mental health initiatives and an emphasis on collaboration with other CCCS departments.
  • Lead and participate in program related meetings, staff development activities, case conference meetings, and other meetings as necessary.
  • Partnerships and Community Engagement

  • Develop and strengthen partnerships with third-party referral organizations and service providers to best serve client needs; continually reassess partner network and maintain organized tracking for partnership development.
  • Conduct targeted internal and external client outreach within immigrant communities to increase program participation. Track all outreach efforts in an organized way.
  • Provide presentations and trauma training for partners and providers in working with forced migrants and best practices in trauma-informed care.
  • Create and maintain mutually beneficial relationships with colleagues and partners at organizations for collaboration, consultation, and resource sharing for mental health, social services, domestic violence, healthcare, and more.
  • Identify barriers and gaps in services and coordinate with stakeholders across the city and state to communicate, advocate for, and resolve issues
  • Represent CCCS to community stakeholders, at media events, and funder meetings.
  • Reporting and Administration

  • Oversee timely and accurate submission of program reports, client-specific reports, contract deliverables, statistics, internal reports, and documentation as needed.
  • Ensure compliance with contract and funder requirements, including participating in and proactively conducting internal case reviews.
  • Communicate with funders and partners on program and contractual matters.
  • Maintain and update program rosters, electronic case note systems, and physical case files using various internal and external databases.
  • Other duties as necessary.
  • Qualifications

    Education and / or experience required :

  • MSW & Seminar in Field Instruction (SIFI) Certification.
  • Minimum of 3 years of relevant work experience in the human services field, preferably with immigrants or refugees.
  • Minimum of 3 years of experience supervising staff and / or MSW interns.
  • Skills, Licenses and / or competencies required :

  • Highly motivated self-starter with strong problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
  • Excellent organizational skills, communication (oral & written), and interpersonal skills.
  • Ability to manage deadlines and high-volume communication in a fast-paced environment, with strong attention to detail and administrative capacity.
  • Superior skills in Microsoft Office and Outlook; ability to utilize multiple database systems to document services and program tracking.
  • Trauma-informed approach to supervision and background / training in trauma informed care.
  • Knowledge of current advocacy issues in immigration impacting refugees, asylum seekers, asylees, and other immigrant populations preferred.
  • Ability to work and communicate effectively and sensitively in a multicultural environment.
  • Fluent in English and Spanish or another language common among refugee client populations.
  • Position Type and Expected Hours of Work :

    This is a full-time position that will require working with underserved communities in the New York metro area. Days and hours of work are generally 9 : 00am-5 : 00pm Monday - Friday. Additional hours may be required on occasion to meet program deadlines, or client needs. Position requires a willingness to travel as needed to sites in the Lower Hudson Valley, and to NYC, as needed. Some weekend and evening hours, if needed.
