The Geographic Information Technician 2 performs skilled technical duties related to the City's Geographic Information System (GIS) with a primary focus on data development and maintenance, analysis and map production activities, including the responsibility for GIS and database quality assurance and the creation of procedural documents and metadata.

Examples of Duties Performed - Duties may include but are not limited to the following

Develops and maintains Geographic Information System (GIS) layers related to stormwater drainage, wastewater and transportation systems infrastructure, parcel, right-of-ways, easements and City property, capital projects, and other municipal operations.

Researches various records, including deeds, plat and partition maps, as-built drawings, construction plans, survey notes and permits, in order to maintain current, accurate digital maps and databases.

Creates and maintains documentation related to GIS data development and maintenance.

Documents GIS data development and maintenance procedures.

Conducts periodic and ad hoc quality assurance reviews of GIS layers and databases.

Develops and maintains metadata describing data sources, accuracy, reliability and completeness, map feature types, descriptive feature attributes and other information about GIS data layers.

Develop GIS macro / script programs to enhance data development, maintenance, analysis, and map production.

Assists City departments and divisions with GIS analysis and map production needs, including the evaluation of data sources and development procedures, and the preparation of custom maps and graphs.

Configures and maintains GIS applications (both desktop and web-based) to support City staff and external users.

Participates on regional and departmental teams involved in researching, planning, developing, maintaining and refining GIS data layers, procedures and applications.

Coordinates across the organization and with other agencies to ensure that time and methods used to develop and update shared are appropriate.

Coordinates with local government agencies to ensure that timing and methods used to develop and update shared data are appropriate.

Participates with team members to coordinate and address workloads, procedures, technical issues, schedules, training, and other job related activities.

Supports other GIS users, collaborates with co-workers, and assists with formal GIS training.

Use and maintain GIS plotters and printers.

Installs GIS software on City computer workstations.

Actively supports and respects diversity in the workplace.

Qualifications

A typical way to obtain the knowledge and abilities would be :

Experience :

Two years of technical experience in GIS systems.

Training :

Equivalent to an Associate Degree in GIS, geography, cartography and / or computer programming.

The Ideal Candidate will possess the following knowledge, skills and abilities :

Knowledge of :

GIS principles, practices, and applications.

The fundamentals of coordinate geometry (COGO).

Basic cartographic concepts.

Computer file organization.

Ability to :

Use GIS software, including ArcGIS and related configurable applications.

Establish and maintain cooperative working relationships and communicate effectively, both orally and in writing, with supervisors, peers, City staff and the public.

Understand and follow oral and written policies, procedures, and instructions.

Prepare GIS scripts, such as Python, and use ArcGIS ModelBuilder to process data and prepare output products.

Document procedures, processes and metadata.

Prepare accurate products, paying close attention to detail, and meet deadlines.

Perform computer-based, repetitive processes over long periods of time, while maintaining high level of accuracy in an office environment.

Load and manipulate data in a variety of databases, including Access and SQL Server.

Learn City operations and best practices as they relate to GIS mapping.

Research and organize data acquired from City and external sources for GIS and database entry.

Perform complex spatial analysis.

Provide technical assistance and coaching to others.

Operate personal computer and use word processing, spreadsheet, and e-mail software.

Desired, but not mandatory abilities and skills :

Understand Public Works operations, information systems, and applications.

Knowledge of the basic principles and practices of civil engineering.

Create, manage, and use ArcGIS Geodatabases, including domains and versions.

Use of ArcGIS toolbox and extensions (e.g. Network Analyst and Spatial Analyst)

Convert other forms of digital data, such as CAD and text files, for GIS use.

Basic understanding of ArcGIS Pro software.

Conceptual and working knowledge of ArcGIS Online.

Compile, interpret and present statistical information.

Use of Adobe Acrobat or other graphics software.
