Provide high-quality leadership and coordination for the project and its staff in implementing identified goals and objectives in pursuit of K20 Center and sponsored research outcomes.

The Director of Evaluation provides research and program evaluation support for the K20 GEAR UP the METRO. This incumbent will lead various aspects of research including developing data collection instruments collecting cleaning and managing large data sets conducting complex analyses preparing reports and presentations based on results and making recommendations across various internal and external addition the Director of Evaluation schedules coordinates and manages on-site research activities establishes and maintains positive relationships with external partners and stakeholders and trains other personnel as appropriate. This incumbents job tasks will include :

Essential Job Duties & Functions

The K20 Center is committed to providing the professional learning required for the incumbent to successfully fulfill his / her job duties.

Research

The incumbent will support K20 Centers rigorous analytical evaluation of project services through research initiatives that will :

  • Research Planning and Design : Collaboratively design develop implement and manage comprehensive research plans that align with the sponsored programss project goals and outcomes.
  • Data Collection and Management : Design and implement data collection protocols for evaluation studies and ensure accurate and efficient data entry cleaning and management.
  • Data Analysis and Interpretation : Lead the application of advanced data analysis techniques to ensure robust and reliable research findings. Interpret research results and provide actionable recommendations to inform sponsored programs implementation and decision-making. Ensure the accuracy integrity and ethical standards of all research activities and outputs
  • Quantitative Analysis : Apply advanced statistical techniques to analyze quantitative data conduct descriptive and inferential analyses to uncover patterns trends and relationships and use multivariate analysis regression models and other complex statistical methods as appropriate.

  • Qualitative Analysis : Employ qualitative data analysis techniques such as coding thematic analysis and content analysis utilize software tools for qualitative data analysis (e.g. NVivo ) and identify key themes patterns and insights from qualitative data.
  • Dissemination of Findings

    The incumbent will generate strategic and effective dissemination plans that include high-quality clear and engaging dissemination materials that effectively communicate research findings. This professional will lead focused engagement and communication efforts that maximize the visibility and impact of research findings as well as seeking trends that support a culture of continuous improvement of evaluation and feedback. Specific skills include :

  • Development of Dissemination Strategies : Create comprehensive dissemination plans that outline methods audiences and timelines for sharing research findings that are tailored to reach diverse stakeholder groups including academic communities policymakers practitioners and the public. All strategies should align with the organizations goals and maximize the impact of research findings.
  • Preparation of Dissemination Materials : Develop high-quality dissemination materials including research reports executive summaries policy briefs and presentations that utilize visual aids such as graphs charts and infographics to enhance the clarity and impact of findings.
  • Engagement and Communication : Publish research in high-impact journals and present at professional conferences. Use digital platforms (TREK PLANS etc) to broaden the reach and engagement of research dissemination; and
  • Evaluation and Feedback : Monitor and evaluate the effectiveness of dissemination efforts collecting feedback from stakeholders and audiences to refine and improve future dissemination strategies and materials.
  • Communications

    The incumbent will manage and facilitate effective communications within and outside the organization by ensuring that information flows efficiently and accurately while fostering collaboration. Key responsibilities include :

  • Internal Communication : Develop implement and oversee internal communication strategies to ensure employees are well-informed about organizational updates policies and relevant news. This may involve using various channels such as email Microsoft Teams and project meetings to keep staff informed.
  • External Communication : Manage external communications including interactions with students families educators school leaders and partners. Create and maintain a positive working relationship and ensure that all external messages align with the organizations mission and values.
  • Content Creation : Develop and distribute content including written materials graphics presentations and multimedia to convey key messages and information. Ensure content is clear consistent and engaging.
  • Stakeholder Engagement : Build and nurture relationships with key stakeholders including students families educators school leaders and partners. Keep them informed and engaged in the sponsored projects activities and initiatives; and
  • Communication Strategy Development : Collaborate with the management team to develop and execute comprehensive communication strategies that support the sponsored projects objectives and goals.
  • Talent Management

    The incumbent will actively contribute to the growth enhancement and professional learning of the project. This responsibility encompasses a wide range of activities aimed at identifying nurturing and maximizing the potential of coordinators to ensure they are well-equipped to meet the evolving needs of the sponsored program they support. Key responsibilities include :

  • Professional Learning : Identify develop and implement learning opportunities designed to enhance the skills knowledge and abilities of the project coordinator.
  • Mentoring and Coaching : Provide guidance and mentorship to coordinators assisting them in setting and achieving career development goals.
  • Performance Management : Assist each coordinator in planning developing and implementing performance goals that align with the sponsored project goals they serve; and
  • Feedback and Evaluation : Establish opportunities for coordinators to receive constructive feedback on their performance and offer opportunities for self-assessment and improvement.
  • Project Management

    The incumbent will support the planning implementation and oversight of the grants projects and initiatives. Effective project management ensures that tasks are completed efficiently within scope on time and on budget contributing to achieving the sponsored projects goals. Key responsibilities include :

  • Project Planning : Collaborate with stakeholders to create detailed project plans outlining tasks timelines and resource requirements.
  • Resource Allocation : Assign project roles and responsibilities to team members providing leadership and guidance to ensure that team members understand their tasks and deadlines.
  • Task Execution : Oversee the execution of project tasks ensuring that they are completed in accordance with the project plan and within the specified period.
  • Communication and Reporting : Establish clear communication channels to inform stakeholders about project progress. Provide regular updates reports and status meetings to address concerns and facilitate decision-making and
  • Stakeholder Engagement : Foster positive relationships with project stakeholders including schools partners and team members. Address their needs and concerns while keeping them informed about project developments.
  • Evidence-Based Design

    The incumbent will support the sponsored projects adaptation of evidence-based practices through the systematic search review and synthesis of existing literature to inform project-based services. Key responsibilities include :

  • Identification of Research Objectives : Collaborate with relevant stakeholders to define question(s) that need to be addressed through a literature review.
  • Search Strategy : Develop a comprehensive search strategy to identify relevant literature sources.
  • Literature Search : Collect organize and catalog literature sources and evaluate the quality relevance and credibility of the literature sources.
  • Synthesis and Analysis : Summarize key findings and insights from the reviewed literature. Identify common themes trends and gaps in existing knowledge and research and
  • Evidence-Based Recommendations : Offer evidence-based recommendations and insights based on the literature review to guide decision-making and project services.
  • Evaluation and Reporting

    The incumbent will measure and assess the projects implementation of services ensuring that project objectives are met and providing valuable insights to guide decision-making and improvement. Key responsibilities include :

  • Data Collection : Collect compile and organize data from field services and participant feedback.
  • Reporting Systems : Utilize the sponsored projects reporting systems to document and communicate evaluation findings to stakeholders.
  • Continuous Improvement : Collaborate with relevant teams to develop project services based on identified needs. Monitor progress in implementing improvements and adjust strategies as needed.
  • Documentation : Maintain comprehensive documentation of services partner interactions and evaluation processes and methodologies; and
  • Performance Metrics : Develop and implement key performance indicators (KPIs) aligned to the teams sponsored research goals.
  • Editor

    The incumbent will maintain effective internal and external communications through the support and publication of only the highest-quality resources by serving as a peer editor for the Research and Evaluation team and :

  • Reviewing methodological approach content and statistical analysis to ensure that they align with accepted research practices in social science research.
  • Collaborating with engaged researchers and stakeholders to ensure that the findings are accessible to the intended audience.
  • As Needed

  • Performs various duties as needed to successfully fulfill the function of the position.
  • Will be required to travel to school sites and national conferences to meet with leaders community partners and GEAR UP stakeholders and facilitate research and evaluation activities; this may require overnight trips.
  • Actively participate in K20 Center-sponsored professional learning experiences and when available seek certification for learning opportunities.

    Required Education and Experience : Doctorate degree in Education statistics or related discipline AND :

  • 48 months of experience managing / leading multiple projects including 36 months of relevant experience in data collection and analysis research and program design.
  • Skills :

  • Departmental Preferences :

  • Ph.D. in education statistics or related discipline.
  • 5 or more years of evaluation on a federal sponsor (e.g. U.S. Department of Education or National Science Foundation.
  • 4 or more published scholarly articles that disseminate research-based findings or more years of teaching in a secondary classroom.
  • Supervision :

  • Supervisor of Evaluation staff member.
