Description

Markon is seeking Financial Services Budget Formulation & Execution Analysts to support our Intelligence Customer to drive the success of the Intelligence Planning, Programming, Budget, and Execution Process.

Responsibilities

Financial Analysis & Reporting : Provide expert analysis on the component's financial activities and budgets, track expenditures, monitor financial execution, and generate detailed budget reports for stakeholders, ensuring alignment with strategic goals.

• Budget Planning & Management : Assist in the development of comprehensive spend plans, support budget submissions, and contribute to the creation of fiscal guidance, ensuring alignment with programmatic objectives. Help track and manage commitments, obligations, and expenses.
• Transaction & Interagency Agreement Management : Record and monitor interagency agreements, ensuring efficient processing of transactions and payment verifications. Resolve financial obligations and undelivered orders.
• Stakeholder Collaboration : Work closely with stakeholders, including the customer's office, COTRs, and the Chief of Staff, to support the execution of budgets and facilitate coordination with U.S. Government and Intelligence Community partners.
• Operational Process Improvement : Contribute to the enhancement of financial processes through recommendations for operational improvements and support the development of Standard Operating Procedures (SOPs).
• Fiscal Planning & Evaluation : Assist in the full Intelligence Planning, Programming, Budgeting, and Execution (IPPBE) cycle, including providing insights into financial data, conducting portfolio reviews, and supporting the tracking of congressional legislation impacting the NIP budget.
• Communication & Documentation : Draft materials such as talking points, briefs, reports, and inputs for the Congressional Budget Justification Book (CBJB). Support the dissemination of these through interagency forums and working groups.
• Training & Guidance : Deliver training to customers, develop cost-benefit trade-offs, and provide recommendations for investment strategies within the NIP budget

Qualifications

Salary Range

USD $160,000.00 - USD $180,000.00 / Yr.
