PURPOSE OF CONSULTANCY
The purpose of the roster is to facilitate the rapid engagement of qualified experts who can support the ERP Department in strengthening PAHO’s relations with partners and donors, advancing advocacy and visibility efforts, and enhancing the Organization’s strategic positioning and resource base.
Consultants will provide specialized expertise across several workstreams, including :
- External relations and health diplomacy
- Strategic partnerships and engagement with the private sector and foundations
- Resource mobilization strategy and donor engagement
- Political analysis for global health alignment
DESCRIPTION OF DUTIES :
1.Description of the Assignment
Consultants enlisted in the ERP roster may be called upon to perform one or more of the following functions, depending on the needs of the Department :
Support PAHO’s engagement in global and regional fora (e.g., UNGA, World Health Assembly, Organization of American States General Assembly, World Bank / IMF meetings, G20 / G7, and subregional summits).Prepare background materials, concept notes, speaking points, and briefing packages for PAHO leadership.Coordinate bilateral and multilateral meetings, side events, and diplomatic engagements.Draft reports, summaries, and follow-up documentation on high-level meetings and outcomes.Identify and cultivate new partnership opportunities with governments, international organizations, financial institutions, private sector, philanthropic foundations, and civil society.Support implementation of the PAHO Resource Mobilization Strategy 2026–2031 and related frameworks.Develop proposals, donor profiles, and investment case materials aligned with PAHO’s priorities.Monitor donor trends, opportunities, and global funding mechanisms.Contribute to the preparation of partnership roadmaps, corporate visibility materials, and success stories.Conduct political and contextual analyses to inform PAHO’s engagement with key stakeholders.Track developments in health and development funding and policy relevant to PAHO’s agenda.Provide strategic recommendations to enhance PAHO’s participation in global governance processes.Prepare concise analytical briefs and stakeholder mappings for senior management.Draft capacity building materials and prepare training sessions for internal stakeholders.2.Deliverables
Specific deliverables will vary by assignment and may include :

Strategic Documents : Policy briefs, advocacy materials, donor profiles, investment cases, and partnership roadmaps.
Briefing Materials : Talking points, background notes, concept papers, and event agendas for leadership participation.
Analytical Reports : Political analysis, stakeholder mappings, and trend assessments.
Visibility and Communication Products : Web content, social media materials, and partner stories.
Event and Meeting Reports : Summaries and recommendations from high-level fora and partner engagements.
Training Materials : Course syllabi, presentations, and guidance tools for capacity-building activities.
3.Supervision
Consultants will work under the overall supervision of the Director of the Department of External Relations, Partnerships, and Resource Mobilization (ERP), and in coordination with the relevant advisors or focal points responsible for each technical area (e.g., resource mobilization, partnerships, external relations, or quality assurance for project management).
Qualification Requirements
Advanced university degree (Master’s or equivalent) in international relations, public health, communications, economics, political science, public policy, or related field.Minimum of 7 years of progressively responsible professional experience in one or more of the following areas : international development, external relations, resource mobilization, health diplomacy, or partnership management.Proven experience preparing high-level briefing materials, donor engagement strategies, and / or multilateral coordination.Excellent analytical, writing, and interpersonal communication skills.Experience working with multilateral organizations or international NGOs is highly desirable.Fluency in English and Spanish required; knowledge of French or Portuguese is an asset.
