    Position Summary

    Performs highly advanced (senior-level) managerial and executive level work leading Texas Cyber Command’s financial direction and operations. Work involves strategic and operational planning, and organization and management of the agency’s day-to-day financial operations, budgeting, accounting, and human resources functions. Advises and recommends appropriate action to management on fiscal and budget matters and institutes controls for sound fiscal management of agency funds to achieve program goals and objectives. Responsible for fiscal accountability to state and federal laws, regulations, guidelines, and policies. Serves as a member of the agency’s senior management group. Participates in setting and carrying out strategic direction of the agency. Works closely with the agency head on the day-to-day financial agency strategies and operations. Works under the Agency Head with minimal supervision, with extensive latitude for the use of initiative and independent judgment.

    Oversees the daily activities of the Chief Financial Division. Establishes division goals and objectives and directs fiscal operations in accordance with state requirements and agency strategic plan.

    Responsible for establishing and directing the maintenance of efficient accounting systems for controlling, recording, and reporting agency financial information, with emphasis on ensuring the overall quality control and integrity of agency financial systems and information.

    Formulates and implements policies and procedures for budget and financial activities to ensure compliance with state and federal laws, rules, and regulations.

    Responsible for analysis and interpretation of expenditure patterns, budget projections, and financial position of the agency, including oversight of fiscal note preparation and analysis of proposed and / or new legislation to determine impact on agency financial position.

    Performs all aspects of managing departmental staff, including hiring, staff development, conducting performance evaluations, developing and updating job descriptions and plans, addressing training needs, and managing and reporting leave.

    Prepares and presents financial and budget information to Agency management,, including the Annual Operating Budget, the Legislative Appropriations Request, quarterly financial statements, the Annual Financial Report, sales graphs, and quarterly audit status reports.

    Works with the Governor’s Office and federal oversight agencies on developing and monitoring the Statewide Cost Allocation Plan.

    Works with and responds to requests from representatives of other government bodies including the Governor’s Office, the Legislative Budget Board, the Comptroller of Public Accounts, Senate Finance, House Appropriations, and the State Auditor’s Office.

    Performs other work-related duties as assigned.

    Qualifications

    Education

    Graduation from an accredited four-year college or university with major in accounting, finance, business, or related field.

    Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma or equivalent certificate required.)

    Experience and Training Required

    Minimum of fifteen (15) years of progressively responsible experience in financial management including the development and management of budgets, accounting, financial operations, and reporting.

    Minimum of ten (10) years of experience in a supervisory or management position in a financial environment.

    Licensed Certified Public Accountant (CPA)

    Experience and Training Preferred

    Experience in state governmental accounting and management, including experience with the State of Texas legislative budget processes and annual financial report processes.

    Experience implementing business process improvements.

    Experience in financial operations of cost recovery and / or self-supporting programs.

    Experience implementing and maintaining automated Enterprise Resource Planning (ERP) / Financial Accounting Systems.

    Knowledge, Skills, and Abilities

    Knowledge of cost recovery and rate setting practices.

    Knowledge of contracting and procurement best practices.

    Knowledge of the state of Texas’ Uniform Statewide Accounting System (USAS), Uniform Statewide Personnel / Payroll System (USPS), Centralized Accounting and Payroll / Personnel System (CAPPS), and the Automated Budget Evaluation System of Texas (ABEST).

    Skill influencing others to perform their jobs in a timely, accurate, and effective manner.

    Ability to effectively lead and manage a team; includes motivating team members, driving individual and team productivity to meet agency goals and objectives, providing guidance and direction, setting clear expectations, having difficult conversations, and making difficult decisions.

    Ability to provide good customer service to internal and external constituents.

    Ability to effectively communicate with people at organizational levels.

    Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal and external customers.

    Ability to understand, follow and convey brief oral and / or written instructions.

    Ability to communicate both verbally and in writing; includes clearly and concisely communicating the analysis and conclusions of fact sets and disparate data and reports to all agency staff including Executive Leadership

    Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.

    Computer Skills
