The purpose of the class is to perform a variety of routine-to-complex technical engineering and administrative work in support of the planning, design, construction and maintenance of County public works projects; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.
Duties
ESSENTIAL JOB FUNCTIONS
Prepares bid documents and manages construction contracts.
Reviews construction plans and technical calculations for roads and drainage for new development in the County; represents Public Works at Technical Review Committee Meetings; and coordinates with developers and engineers to ensure federal, state and local design standards are met.
Prepares applicable reports, maps, drawings, tests and Geographic Information System (GIS), Light Imaging Detection Ranging (LIDAR) to plan and direct design of Public Works and utility projects.
Prepares and presents project cost?estimates; determines feasibility of project based on analysis of data.
Prepares and maintains accurate and complete work records and reports as required.
Coordinates department activities and functions with those of other County divisions, departments, municipalities, developers, contractors, property owners and outside agencies as appropriate.
Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
Assists in managing contracts for capital projects, stormwater projects and Dorchester County Transportation Committee paving projects.
Oversees and reviews the process for accepting new roads into the County maintenance system including application review, inspections and coordination with engineers and land developers.
Directs and inspects residential and commercial construction and maintenance activities at project sites including roads and drainage.
Directs and coordinates with Civil Technicians in preparation and update of County maps, plats, drawings and blueprints as necessary; uses both manual and computer-assisted methods; establishes and maintains GIS system showing locations of all roads and drainage systems by converting data into GIS system.
Coordinates with Survey Crew Supervisor and crew.
Researches, compiles and analyzes data for special studies, maps, drawings, reports and presentations.
Assists in providing disaster response and damage assessments with Emergency Management during natural disasters.
Represents the County at various meetings and functions as requested.
Coordinates and leads various special meetings and events as assigned.
Performs general administrative / clerical work as required including, but not limited to, copying and filing documents, entering and retrieving computer data, preparing spreadsheets, maintaining various lists and logs, answering the telephone, etc.
Attends training, meetings, conferences, seminars, etc., as appropriate to enhance job knowledge and skills.
Performs other related job duties as assigned.
Qualifications
Education and Experience :
Bachelor's in Civil Engineering degree or equal from an Accredited Board for Engineering and Technology (ABET) program.
Special Qualifications :
Must possess a valid state driver's license.
Upon completion of a minimum of two (2) years of experience and successfully obtaining EIT certification, incumbent will be eligible to receive up to a 5% increase.

Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 7 : 30 a.m. to 3 : 30 p.m. Some flexibility in hours is allowed, but employees must be available during the "core" work hours of 9 : 00 a.m. - 4 : 00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
