Financial Specialist, Sr
The Idaho Public Utilities Commission currently has an exciting new opportunity for a full-time Financial Specialist, Senior in Boise on the State of Idaho Chinden Campus. The Commission regulates investor-owned or privately-owned utilities that provide gas, water, electricity, or some telephone services for profit as well as overseeing the safe operation of railroads and enforces state and federal regulations safeguarding the transportation of hazardous materials by rail. This position requires a strong background in analyzing, researching, and maintaining financial data, developing financial documents, resolving system problems, and handling day-to-day accounting issues.
Responsibilities include responding to external information requests, fiscal year-end duties, performing accounting adjusting entries and reviewing monthly program area financial statements. The incumbent will reconcile funds received across multiple systems and ensure funds are accurately recorded in the financial systems in compliance with state and federal law.
The ideal candidate will have strong financial skills, experience managing and processing database records, skills in vendor and contract management, an analytical approach to problem solving, excellent communication skills, attention to detail and the ability to work independently and on a team.

Example of Duties :
Audit financial data for completeness and compliance with federal and state laws and regulationsDetermine compliance with accounting principles and standards, laws, regulations, policies, and proceduresEnsure compliance with federal and state policies, laws, and regulationsCreate and develop enforcement of internal controls on internal accounting and software packagesDevelop and prepare complex financial documents such as grant or program budgets, cost analysis, audit reports, audit work papers, payment cycles, and validating expendituresAnalyze the effectiveness of existing procedures and suggest improvementsPerform financial and trend analysisUtilize current information technology to query, analyze, research, and maintain financial data, develop financial documents, and resolve problemsResearch and analyze data for accuracy, trends, and variancesLocate and correct irregularities in accounting recordsDetermine general ledger adjusting entriesManage and track cash balances for multiple fundsManage and track multiple state appropriation budget balancesOversee A / P, A / R, and depositsCoordinate with the procurement services team on procedures and asset trackingOral and written customer service with both internal and external customersUse Microsoft Excel and Word for analysis, calculations, mail merge and other advanced functionsRespond to day-to-day operational questions regarding fiscal informationLiaison with other agency staff and administratorsMinimum Qualifications :
