Job Summary
The mission of Clark County Jail Services is to promote and maintain public safety through effective correctional and reentry practices. The purpose of the Clark County Jail Reentry Program is to connect incarcerated people releasing or who are likely to release to the local Clark County community with resources to increase desistance behaviors and reduce recidivism.
This position will not begin until 2025 and is subject to final approval of grant funding. This is a 2-year project position.
The role of the Medicaid Implementation Coordinator (MIC) is to develop and implement the Reentry Demonstration Initiative through the Washington Health Care Authority (HCA) within Clark County Jail to provide Medicaid-eligible incarcerated persons with specific services 90 days prerelease to ensure successful reentry to the community. This will require developing infrastructure for literal services, information management via a new, universal electronic health record, collaboration with internal and external stakeholders and the creation of Medicaid billing and reimbursement processes. The MIC will coordinate funding applications, staffing recommendations and presentations regarding the proposed program.
Currently, the Reentry Demonstration Initiative requires jails to provide “case management, medications for alcohol and opioid use disorder and a 30-day supply of medications and medical supplies at release.” Additionally, the HCA strongly recommends “medications during the pre-release period, lab and radiology, services by community health workers with lived experience and physical and behavioral health clinical consultations.”
In June 2024, Clark County Council unanimously voted to enroll Clark County Jail Services in Cohort 1 of waiver implementation. Upcoming project milestones include a capacity building assessment, budget recommendations and a readiness assessment with the goal to “go live” for services by July 2025.
A high level of self-direction, organization and work efficiency is a requirement for this classification. The position is exempt, non-represented and may require periodic nontraditional work hours.

Qualifications
Education and Experience :
Master’s degree in social work, counseling, mental health, behavioral sciences, or a related field from an accredited institution is required plus at least one (1) year of experience working with Medicaid-eligible persons with behavioral health needs OR
Bachelor’s degree in social work, counseling, mental health, behavioral sciences, or a related field plus at least two (2) years of experience working with Medicaid-eligible persons with behavioral health needs
Proof of credentials will be required
The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire. A degree is preferred or some combination of coursework and experience, or else extensive related professional experience, is acceptable for consideration for this position. First Interview (Pass / Fail based on 70%) : Questions will be job related and may include, but not be limited to, the qualifications outlined in the job announcement. Minimum passing score of 70% is required. The interview will consist of a three-to-four-member interview panel who will ask the same position related, pre-established written questions of all candidates. The panelists’ evaluations will be combined resulting in candidate interview scores. Interviews are weighted 100% of the overall score.
Background Investigation : Candidate will undergo a comprehensive background investigation based on a detailed personal history statement (from high school years forward) and interview with a background investigator. Candidates who successfully complete the background investigation will be administered a polygraph examination and a drug test. All offers of employment are contingent on successfully passing the comprehensive background investigation, polygraph examination and drug test.
Selection Interview : Successful candidates will be entered onto a competitive eligibility list and may be invited to participate in the final selection interview.

Implement the Washington State Health Care Authority 1115 Medicaid Waiver, Reentry Demonstration Initiative, within Clark County Jail including and operational aspects such as meetings, milestones, processes, collaborations, budget, policy and staffing recommendations; engage internal and external stakeholders, plan, define program goals and objectives and establish means of accomplishing program objectives; prepare program budget and funding applications; prepare reports on program performance, needs, service information to ensure the evaluation of program performance, provide information to staff and other interested parties to include the public on local, state and federal regulations, requirements an standards, coordinate and review the program work plan, participate in community outreach and activities as applicable to the department as assigned; other duties as required.
