The Business Systems Administrator is a new role providing technical leadership for the Budget and Management Services (BMS) department. The position will serve as the subject matter expert and technical lead in the transition from MUNIS to the Oracle Fusion Cloud Electronic Resource Planning (ERP) software, which will be used by the department to develop and monitor the City's annual budget and Capital Improvement Program (CIP).
The position will be responsible for planning and executing system configuration, data conversion, quality control testing, and rollout. This will require working intensely with BMS staff and City leadership to understand the annual budget and CIP processes. The position will need to develop procedures, training, and other documentation for both BMS staff and other City employees who will use the new ERP to develop their annual budgets. The ideal candidate will be able to center the needs of BMS while working with a team of implementors from several other departments and outside the City.
The position will also help develop integrations for BMS' various technical tools including Excel, Power BI, Clearpoint Strategy software, Adobe, Qualtrics, and project management software. The position will assist with maintaining equipment. The successful candidate will always be looking for ways to better understand our business needs and help us find sustainable solutions.
Duties / Responsibilities
ERP Leadership and Transition Management
- Provides leadership in transition from MUNIS to Oracle Fusion Cloud ERP, ensuring alignment with BMS business requirements and Citywide strategic goals.
- Assists in the change management process and prepares technical documentation in support of the ERP transition.
- Understands implications of Oracle Fusion Cloud system updates; prepares and communicates accordingly to ensure necessary functionality.
- Collaborates with the Technology Solutions Department and other staff to address system errors and design solutions to support ERP transition.
Business Process Development and Optimization
Collaborates with BMS staff and ERP subject-matter experts to develop efficient processes for developing and monitoring the annual budget and CIP.Creates and maintains Oracle Fusion Cloud business rules relating to other systems to ensure process efficiency and improve data accuracy.Plans and implements process improvements to ensure operational efficiency across departmental technical systems.System Administration and Technical Support
Monitors and corrects issues in the performance of various BMS and ERP systems.Tests systems upgrades, break / fixes and recommends resolutions, maintains ERP systems tables.Gathers and analyzes data; troubleshoots issues with functionality; modifies setup of software to accommodate ongoing changes in operations.Performs complex analysis and provides technical leadership for the department's information systems; coordinates technology support.Reporting and Data Analysis
Writes, maintains, analyzes, and supports a variety of reports, queries and databases utilizing Crystal reporting, SQL reporting, Access, Excel, Power BI, Oracle Fusion ERP-specific report generating tools, or other reporting tools.Provides high-level analytical and data reporting support for all BMS functional areas.Conducts independent research, data audits and complex analysis of all BMS systems.Training and Documentation
Develops and delivers documentation and training on Oracle Fusion applications specific to Budget & Management Services' needs.General Responsibilities
Maintains a working understanding of the City's budget process, Capital Improvement Program, Strategic Plan and other BMS responsibilities.Works to embody ideals of public service, serving residents of the City of Durham through the mission of the Budget and Management Services Department.Performs other duties of a similar nature and level as assigned.Minimum Qualifications & Experience
Bachelor's degree in Information Technology, business or public administration, or directly related field OR equivalent experience.Seven years of related financial, business, or data analysis experience.Additional Preferred Skills
In-depth knowledge of Oracle Fusion Cloud, Munis or similar ERP system.Strong project management skills, with the ability to lead small and medium sized projects and participate in larger strategic BMS projects.Strong analytical skills and a solid understanding of financial ERP processes, functionality, structures and regulations, including data privacy and security requirements.Ability to think critically, multi-task and manage priorities.Excellent communication skills with the ability to effectively communicate technical information to non-technical stakeholders.Benefits General Full-Time Employees
