Information Technology Director

The City of Billings is seeking an Information Technology Director to provide leadership and perform highly responsible and complex administrative, strategic, and technical work in the development, implementation, and management of activities and operations of the Information Technology (IT) Department. Responsible for developing and implementing technology strategies to provide direction and guidance to the City Administrator and all city departments on technology priorities, long-term technology initiatives and investments, and uses of technology to solve operational needs and problems. Ensures that all information systems are reliable, cost effective, technologically innovative, secure, and meet the needs of the organization. Wage : $133,369.60 - $178,734.40 Annually

Essential Duties and Responsibilities

Selects, trains, motivates, and evaluates Information Technology personnel.

Administers Human Resources policies, develops and revises position descriptions as needed, recommends reclassifications, provides or coordinates staff training; evaluates staff performance, works with employees to correct deficiencies; implements discipline and termination procedures.

Plans, directs, and coordinates, through subordinate level managers, the Information Technology Department's work plan and goals; meets with management staff to identify and resolve problems.

Assigns projects and clearly defines areas of responsibility.

Reviews and evaluates work methods and procedures.

Assumes full-management responsibility for all Information Technology Department services and activities, including telephone systems, cellular hardware and services, GIS, networks, operations, analysis, and cybersecurity.

Manages the development and implementation of Information Technology Department goals, objectives, policies, and priorities for each assigned service area.

Establishes appropriate service and staffing levels; allocates resources accordingly.

Manages the development, implementation, installation, and operation of all information management systems for the City, including, but not limited to, researching, analyzing, designing, testing, installing, and maintaining network infrastructure, cybersecurity, applications, servers, workstations, mobile computing, cloud services, peripherals, and related cabling, wiring, and fiber.

Works with high level IT supervisors to continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.

Assesses and monitor workloads, administrative and support systems, and evaluates each solution's adherence to cybersecurity standards and policies.

Identifies opportunities for improvement.

Directs the implementation of changes.

Develops, documents, and implements City IT department operating standards, policies and procedures to protect information, confidentiality and privacy where applicable; develops, implements, and monitors computer center and IT Security and Policy Manual; maintains IT Incident Response Plan.

Creates and maintains disaster recovery plans including all local and cloud-related hardware, software, and services.

Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to Information Technology Department programs, policies, and procedures as appropriate.

Prepares and evaluates proposals, bids, contracts, and service agreements for software, hardware, licensing, cybersecurity, and professional services; procures and manages technology partners in the delivery of services. This includes, but is not limited to, telephone systems, cellular devices and plans, application & services licensing, cloud / web services, enterprise solutions, leased communication services, contractors, vendor management, wireless networking, managed print solutions, etc.

Develops and maintains an asset management system to effectively monitor technology equipment.

Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss; assists in the development, maintenance, and testing of various disaster recovery / emergency operations activities.

Coordinates and maintains a "Help Desk" system and continually researches and identifies opportunities to improve service levels.

Interacts with users in a professional, courteous, and responsive manner to develop an understanding of a department's business needs, coordinates information technology solutions, monitors and communicates project status, and ensures department's satisfaction with services and systems performance.

Implements Cyber Education and training for all city departments.

Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in information technology and related fields.

Responds to and resolves difficult and sensitive staff inquiries and complaints; recommends and implements corrective action.

Represents the Information Technology Department to other City departments, elected officials and outside agencies; explains and interprets Information Technology Department programs, policies, and activities.

Negotiates and resolves sensitive, significant and controversial issues.

Coordinates Information Technology Department activities with those of other departments and outside agencies and organizations.

Provides staff assistance to the Assistant City Administrator; prepares and presents staff reports and other necessary correspondence.

Works with committees that may be created to develop and support Information Technology initiatives.

Supports and / or conducts any necessary negotiations for consultants and vendors and administers those programs / services.

Serves as project coordinator for implementation of large multi-departmental / agency software and hardware acquisitions.

Provides support to Administration and City Departments in the fulfillment of all Public Records Requests including all communications and coordination with the Legal Department to deliver the requested content.

Provides leadership to IT staff, administration, and departments in the oversight, guidance, and overall management of city website and social media accounts.

Initiates the development and management of the Information Technology Department budget and city-wide Technology Replacement Plan.

Forecasts additional funds needed for staffing, equipment, technical services, software, licensing, materials and supplies.

Directs the monitoring and approval of expenditures.

Directs the preparation and implementation of budgetary adjustments, as necessary.

Performs other duties as assigned.

Required Qualifications and Skills

Four (4) year degree in computer science, information systems, business administration, or a related program.

Six (6) years or more experience in systems analysis and program management, including management and supervisory experience.

Must be able to pass a Federal and State criminal history background check.

Knowledge of department and function operations.

Possession of a valid Montana driver's license or must be obtained within thirty (30) days of employment.

Must have strong interpersonal skills.

Preferred Qualifications and Skills

Experience with city government.

Master's degree.
