Telecommunications Associate (Data)

The Life-Safety Systems Division is responsible for enhancing and preserving the continuity and support of PSAC (Public Safety Answering Center), E- Systems including the Citywide Public Safety Communications Radio Infrastructure. This includes managing and supporting the IT systems for the Communications Section and law enforcement personnel in the field.

The Telecommunications Associate Data Level III will serve to lead, manage, support and resolve day-to-day technical operational matters within NYPD’s PSAC (Public Safety Answering Center) environment. This includes managing and supporting IT systems on multi-disciplined data telecommunications matters, provide insight into very complex telecommunications projects on an as needed basis. This position will also coordinate and supervise multi-disciplined data telecommunications efforts on major projects and generate proposals and reports of a highly complex nature on an as needed basis. The individual will represent the City and / or the agency on data telecommunications issues at major decision-making levels and supervise and coordinate the efforts of one or more data telecommunications unit(s) engaged in complex ongoing and special projects. The individual will also monitor the movement of information across the network. In the temporary absence of the supervisor, may perform the duties of that position as well.

The selected Telecommunications Associate Data Level III will also work on the following :

• System installation and configuration : Install and set up telecommunications equipment, such as VoIP systems, routers, switches, and other network devices.
• Technical support and troubleshooting : Diagnose and resolve issues related to telecommunications hardware, software, and connectivity for end-users. This can involve working with phone systems, voicemail, internet connectivity, and other related services.
• Maintenance and repair : Perform routine and preventative maintenance on communications systems and equipment to ensure optimal performance. This includes testing circuits, inspecting equipment, and repairing faulty devices.
• Vendor coordination : Act as a liaison with external vendors and service providers to resolve problems and coordinate the installation and delivery of services.
• Inventory management : Maintain an accurate inventory of all telecommunications equipment, tools, and supplies.
• Documentation and reporting : Document configurations, support procedures, and system maintenance activities.
• Manage and oversee the implementation of NYPD NENA compliant NG logging and recording system.
• Manage the configuration and deployment / integration of the ESINET SIP, i3 NGCHS, and GIS network logging and recording.
• Review / approve NENA compliant NG logging recording test cases and identify any risks associated with the integration of such.
• Participate in NG ESINET SIP, i3 NGCHS and GIS breakout session meetings to define overall system meets NENA standards.
• Manage and test CAD integration, audio analytics, screen capture, text to , RTT and video for logging and recording.
• Participate in requirements gathering, detailed design, CQHAB, FAT, SIT, UAT, NLST testing and knowledge transfer activities as needed.
• Evaluate existing infrastructure and propose enhancements to improve call routing, data transmission and network reliability.
• Monitor network performance including voice and data traffic; quickly identify and resolve issues related to call drops, latency or system failures and conduct regular tests to verify

system functionality.

TELECOMMUNICATIONS ASSOCIATE ( -

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in data telecommunications / networking or in a pertinent scientific, technical, electronic or related area and one year of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and / or administrative duties in a data telecommunications or closely-related electronics planning, electronics management, and / or electronics service environment; or

2. An associate degree from an accredited college including or supplemented by 12 semester credits in data telecommunications / networking or in a pertinent scientific, technical, electronic or related area and two years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent and three years of experience as described in "1" above; or

4. A satisfactory combination of education and / or experience equivalent to "1", "2" or "3" above. A college education may be substituted for experience on the basis of six months of experience as described in "1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in data telecommunications / networking or in a pertinent scientific, technical, electronic or related area for a maximum of two years. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience as described in "1" above.

Special Note - Additional Requirements for Assignment Level IV

To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of full-time experience as follows : 1) As a Telecommunications Associate (Data)-Assignment Levels I, II, and III working for the City of New York; or

2) Performing analytical, planning, operational, technical, and / or administrative duties in a data telecommunications, electronics planning, electronics management, and / or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
