Chief Estimator – Dry Utilities
Industry : Civil Infrastructure (ITS, Fiber, Freeway Projects)
Location : Phoenix, Arizona
Compensation : Up to $200,000 total package (base + incentives + vehicle allowance)
Relocation : Paid relocation assistance available

About the Role :
As Chief Estimator , you will work closely with executive leadership, operations, and estimating teams to lead competitive bids on Bid-Build, Design-Build, CMAR, and JOC projects. You'll be responsible for the full estimating lifecycle from takeoff through bid submission while mentoring junior team members and owning the estimate strategy for complex scopes such as highways, electrical systems, and fiber installations .
Key Responsibilities :
- Analyze and interpret project plans, specifications, and contract requirements
- Lead quantity takeoffs, material pricing, and subcontractor evaluations
- Evaluate project risks, schedules, and logistics to develop accurate, strategic estimates
- Develop comprehensive bid packages and oversee submissions
- Represent the estimating team during pre-bid and project turnover meetings
- Contribute to project budgets, job setups, and contract reviews
- Collaborate with clients, engineers, and internal stakeholders throughout preconstruction
Must-Have Experience :
7+ years in civil construction, including at least 5 years in estimatingMinimum 1 year in a senior or lead estimator roleSpecialized experience in dry utilities , including traffic signals, ITS, fiber optics, and lightingSuccessful track record on public and private infrastructure projects valued at $1M+Proficiency with HCSS HeavyBid , Primavera P6 , and Microsoft OfficeFamiliarity with Procore and Bluebeam (preferred)Bachelor's degree in construction management, Civil Engineering, Architecture, or related field (preferred)What You'll Receive :
