The Program Analyst plays a critical role in supporting DoD contracts and Joint Mission Integration and Experimentation (JMIE) range operations, providing expertise in warfare analysis, mission engineering, and interface control management. As a skilled Joint Interface Control Officer (JICO) or Interface Control Officer (ICO) for Navy Tactical Data Links (TDLs), they will leverage their advanced training, strong communication and coordination skills, and knowledge of Navy TDL standards and protocols to inform experiment design, manage the tactical data link picture, and deliver high-impact analysis and recommendations to senior leaders. With a focus on ensuring effective joint operations and communication between units and systems, they will work closely with DoD stakeholders to identify and address operational gaps and develop solutions that drive joint operational effectiveness and communication across the warfighting domains.

Responsibilities

ESSENTIAL FUNCTIONS / JOB DUIES

Able to perform the following independently, under minimum supervision :

Provides technical support for program installation and check-out events, integration, and engineering efforts, such as participate in kick-off discussions, coordination, and planning for various projects.

Work closely with stakeholders to ensure scope and requirements are clearly defined, resource requirements are understood and assist internal and external stakeholders with implementation of objectives and plans to meet those requirements.

Apply project support for test event preparation, T&E development, enhancement efforts, asset coordination, test execution, integration efforts, engineering evaluations, analysis, and testing of various system requirements, and fleet resource scheduling to support live and simulated test environments. This includes providing technical expertise with communication systems, networks, and Tactical Data Link Systems (TDLS). Ensures the preparedness and relevance of the program test configurations to support the test plans in use by JMIE.

Develops technical documentation (e.g. Test Plan, Test Procedures, Test Reports, Installation Guidance Plan (IGP), Daily Status Reports (DSR), Quick Look Reports (QLR), program / project planning presentations, reporting, and status tracking.)

Contribute to the development, coordination and management of products and services for the Link Monitoring and Management Tool (LMMT) and other TDL systems, as required.

Participate in conducting TDL studies, reliability and maintainability analyses, assessments, and remedial actions for systems, as required.

Qualifications

BASIC SKILLS

Minimum of three (3) years of experience and possess a deep understanding of :

Interface Control Officer (ICO) Requirements :

Qualified ICO with a recognized certification or training in TDLs

Experience in interface control or a related field, with a focus on Navy TDLs and tactical communications

Knowledge of Navy TDL standards, protocols, and regulations

Familiar with Navy TDL systems and equipment

Able to coordinate and manage interface control for Navy TDLs and related systems

Desirable Qualifications :

Experience as a JICO in a joint or coalition environment

Completion of advanced JICO training or certification

Strong communication and coordination skills

Ability to work in a fast-paced, dynamic environment

Must have ability to work within company and customer schedule requirements which may vary depending on criticality and necessity of a given task.

EDUCATION

BS in related STEM field Required

PAY RANGE

95,000.00 to $130,000.00 annually, DOE

U.S. Citizenship is required

Security Clearance :

Candidates must have an active TS / SCI clearance OR the ability to obtain a US Government TS / SCI security clearance and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
