DESCRIPTION

The Maryland Transit Administration (MTA) is actively seeking qualified candidates for the position of Director of Treasury. In this role, you will be responsible for directing fare revenue operations, systems, and programs. Your key responsibilities will include creating innovative fare collection systems through strategic planning and technology implementation. Additionally, you will oversee various support functions related to revenue operations, such as managing the MTA Transit Store, consumer and institutional sales programs, retail outlets, fare vending machine support and maintenance, money room operations, and cash / payment card collections.

As the Director of Treasury, you will also play a crucial role in managing merchant services, software and hardware maintenance contracts, and vendor relationships. Collaboration with other MTA entities will be essential, including addressing information requests, implementing new programs, and coordinating internal and external audit needs. Safety is a fundamental value, and you will demonstrate effective leadership and role modeling to ensure safety across all aspects of work.

Your financial oversight responsibilities will include managing an annual office budget of $10 million and a capital budget ranging from $2 million to $5 million annually.

One of the critical projects under your purview will be the development and implementation of a new fare system. You will manage the current efforts to complete the final design and implementation of all aspects of this state-of-the-industry, account-based system. This includes overseeing MTA staff, consultants, and contractors as they work towards the system’s successful implementation. The fare system replacement project is scheduled for completion by 2027.

Strategic guidance and policy establishment for MTA’s fare programs will also fall within your responsibilities. You will coordinate impacted departments, including Operations, Finance, Treasury, IT, Customer Service, Planning, and Marketing, to ensure seamless participation in the MTA fare system activities. Enhancements to the Maryland fare system, such as the transit benefits system, app-based sales system, Retail Point of Sale system, and customer autoload system, will be under your continuous management.

Furthermore, you will oversee the development of new retail smart card centers and manage the interface between these centers, MTA customers, the Customer Service Center, MTA Finance, and the State Treasury.

Your input will be crucial for decision-making and ongoing business policies, especially concerning an integrated regional smart card system involving Regional Partners such as WMATA, VRE, Northern Virginia Partners, Montgomery Ride-On, and Prince George’s County The Bus.

Qualifications

PREFERRED QUALIFICATIONS :

Education : A Bachelor’s degree from an accredited college or university.

Experience : Ten (10) years of experience in administrative or professional work. Five (5) years of this experience must have involved one or more of the following : the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Experience should include at least five (5) years in middle management or higher-level capacity managing in a public or private sector urban transit agency and / or experience in large transit operations or transit property or similar industry.

IDEAL CANDIDATE :

  • Successful team-builder and change agent.
  • Minimum of 5 years of Treasury-related experience.
  • Experience in program management and service contract compliance.
  • Proficiency in Point of Sale software.
  • Strong understanding of internal controls for sales and payment transactions.
  • Familiarity with working in a unionized setting.
  • Thorough knowledge of transportation / transit trends.
  • Expertise in fare systems software, hardware, and processes.
  • Awareness of emerging transit projects globally, nationally, and locally.
  • The focus is on a leader with experience in organizational turnaround and program expansion within the public sector.

    Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

    U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
