The Work Unit :

This work unit exists to implement the requirements of the Federal and State Acts regarding Title V operating permits including other Clean Air Act titles that must be implemented through the Title V program : Compliance Assurance Monitoring (CAM) Acid Rain Maximum Achievable Control Technology (MACT) New Source Performance Standards (NSPS) Nonattainment New Source Review (NANSR) and Prevention of Significant Deterioration (PSD) programs. It helps ensure that Colorado correctly applies all necessary rules and regulations regarding major sources as required under the Federal and State Acts. Permit application reviews include performing highly technical engineering analysis to determine Applicable Requirements estimating emissions of air pollutants and evaluating air pollution control equipment. The unit provides other engineering staff Division staff applicants and the public with interpretations clarifications and policy guidance regarding air quality regulations standards and requirements for major sources.

What you will be doing

This is an entry level training position that learns under the direct supervision and guidance of senior Title V supervisory staff to conduct engineering reviews of complex air pollution operating permit applications via an analysis of permit application data and information using mathematics chemistry physics and engineering sciences. Along with the operating permit the engineer in this position will draft a Technical Review Document to accompany the permit and provide supplemental information about the source applicable regulations and rationale behind specific permit conditions and / or decisions made regarding the permit source. This position learns to suggest revisions as needed to regulations and standards provide information and assistance to the public and to local agencies in regard to interpreting and understanding regulations and the regulatory process assists in the development of new processes and procedures to better implement the Operating Permit program and provide information and assistance to the public and local agencies in regard to interpreting and understanding regulations and the regulatory process.

Job Duties :

Engineering Review and Draft Operating Permits

Under the direct supervision and guidance of senior Title V engineering supervisory staff the position will be in training to :

Conduct engineering review of air pollution operating permit applications for administrative and technical completeness verification of emissions type and quantity determination of air quality compliance status evaluation and approval or development of periodic and / or compliance assurance monitoring plans and requests / receives missing or supplemental information needed.

Gain and use an understanding of process flow diagrams and / or schematics basic process and equipment design conducting engineering estimates of relevant processes evaluating air pollution control equipment effectiveness evaluating impacts of process equipment or control changes for emission sources.

Prepare Clean Air Act Title V air quality operating permits for multiple types of industries.

Participate in public hearings regarding air quality operating permits as necessary.

Respond to EPA industry and public comments / concerns.

The complexity of permits assigned will take into account the specific work experience and abilities of the employee as well as the overall balance and distribution of permits within the unit.

Organizational Development

With direction and assistance of the senior Title V engineering supervisory staff the position trains to :

Prepare strategies for implementation of the Operating Permit program and develops schedules.

Design or modify relevant forms and participates in team meetings.

Participate in special projects as requested regarding team-related organization and function.

Educate and interact with external stakeholders on operating permits applications and permitting efficiency and other special projects when appropriate.

Correlate interaction of various provisions of the Federal operating Permit rules with Colorado rules and regulations.

Respond to public / private inquiries regarding the Operating Permit program.

Professional Education

Keeps current on the latest technological developments and their influence on air pollution regulations and practices.

Reviews relevant publications attends relevant seminars conferences and training courses participates in discussions with professional groups.

Participates in professional position-related development activities including review of technical literature and attending both in-house and formal training.

Administrative Activities / Miscellaneous

Attends staff meetings Performance Reviews completes KRONOS entries and performs other administrative activities.

Conducts / participates in special projects as assigned.

Other Duties as Assigned

Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

Education / Licensure / Certification / Experience :

Bachelors degree from an accredited institution in engineering

Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects Professional Engineers and Professional Land Surveyors will substitute for the required degree

PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience :

Prior knowledge through college coursework prior internships or prior employment of the federal Clean Air Act and state air quality regulations.

Prior experience through college coursework prior internships or prior employment working with air quality or air emissions issues.

CONDITIONS OF EMPLOYMENT

A pre-employment background check will be conducted as part of the selection process.

TRAVEL : several times per year but may be required up to twice per month depending on scheduling
