job_description.job_card.job_descriptionProcess recurring payroll cycles, ensuring accuracy, compliance, and timely execution Troubleshoot and resolve system issues related to Time & Labor and Absence Management modules Perform audits, corrections, and adjustments for payroll discrepancies Load, reconcile, and validate leave balances in employee records Partner with HR and Finance to align payroll processes with city policy and legal standards Associate degree required 4+ years of payroll or HRIS experience with focus on payroll functionality Experience with PeopleSoft Time & Labor and Absence Management strongly preferred Proven ability to handle confidential information and meet strict deadlines Excellent analytical, communication, and problem-solving skills PeopleSoft Time & Labor Absence Management Microsoft Excel HRIS / Payroll Processing Systems Reporting and Data Validation Tools Experience in municipal or public-sector payroll Process improvement or data analytics experience Knowledge of FLSA and payroll compliance regulations

Compensation & Schedule
- Pay Range : $41 / hr
- Duration : December 2025 – May 31, 2026 with potential for extension
- Employment Type : W2
- Schedule : Full-time, standard business hours
ROLE IMPACT
This role supports the City’s payroll operations by ensuring timely, accurate, and compliant payroll processing across all departments. The Business Analyst (Payroll Specialist) will act as a key liaison between HR, Finance, and IT, ensuring Time & Labor and Absence Management systems function effectively. Success in this position is defined by process accuracy, system reliability, and continuous improvement of payroll operations.
