Job Title
Under general supervision, performs a broad range of payroll processing and clerical duties to ensure the accuracy of payroll calculations and processing of the City's payroll; maintains and provides detailed information to employees for specific payroll functions; interprets and applies Federal and State regulations, City policies and procedures; performs related duties, as required.

Essential duties and responsibilities may include, but are not limited to the following :
- Processes regular and supplemental bi-weekly payroll for all employees; performs payroll calculations; gathers and verifies information from departments for proper processing of payroll transactions; creates, verifies, corrects and balances payroll.
- Reconciles bi-weekly payroll against general ledger, and processes payroll vendor payments.
- Processes health insurance invoices for payment and reconciles against employee payroll deductions.
- Assists in preparation of federal and state quarterly payroll taxes.
- Maintains a variety of payroll information, files, and records to ensure compliance with established policies and regulatory requirements.
- Responds to employee verifications from various external agencies for detailed information on pay rates and wages paid.
- Processes, monitors, and calculates required step increases and adjustments for City employees.
- Prepares routine reports and performs a variety of related manual and clerical duties.
- Utilizes Microsoft Excel and other computer software programs competently to assist with payroll tasks.
- Assists the payroll specialist and the supervisor with annual audits.
- Responds to inquiries regarding payroll procedures to provide necessary information within established guidelines.
- Works effectively under deadlines and significant workload.
- Operates a variety of office equipment including computers, scanners, photocopiers, and printers.
- Performs other payroll duties as assigned.
Minimum Qualifications
Education, Training and Experience Guidelines :
High school diploma or GED equivalent supplemented by thirty (30) college semester units in Business Administration or related field AND two years of experience in payroll OR the equivalent combination of education, training, and experience. Equivalency will be considered a minimum of sixty college semester units as substitute for one year of related work experience. Public agency experience preferable.
Knowledge of :
General accounting principles, business mathematics, and payroll processing.Current methods, practices, and terminology used in payroll, financial, and statistical record keeping.Research, data compilation, analysis, and evaluation to identify and resolve payroll issues.Modern office methods, practices, procedures, and equipment, including Microsoft Office Software, with an emphasis in Excel.Proper English usage, vocabulary, spelling, punctuation, and grammar.Skill and Ability to :
Provide efficient customer service and communicate clearly and objectively both verbally and in writing.Organize and prioritize work, exercise independent judgment, common sense, discretion, and initiative within established procedures and guidelines.Maintain confidentiality of sensitive information, materials, and inquiries while performing difficult and responsible administrative duties.Follow and understand oral and written directions.Perform simple to moderately complex mathematical calculations accurately and with speed.Utilize methods used in financial and statistical record keeping.Operate a computer, calculator, and other office equipment.Manage workload effectively to ensure timely completion under deadlines, emergencies, and significant work volume.Use patience, tact, and courtesy in dealing with vendors and other stakeholders.Establish and maintain effective working relationships with City and other government officials, community groups, vendors, and the general public.Apply safe work practices.Physical Demands & Working Environment
Work is performed in an office and in close proximity to other workers. Incumbent shall be exposed to those conditions normally encountered in a business office environment. Some heavy lifting and carrying moderately heavy boxes up to 50 pounds, and / or utilizing a hand dolly, and other physical exertion may be required while working. Incumbent must be able to communicate verbally and in written with clarity. Must have the ability to work long hours and overtime, if necessary, and must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and / or varying shifts.
