SUMMARY
Under the direction of the Controller, directs and coordinates the Company’s financial operations. Review, analyze and make recommendations for financial planning, budgets and internal controls. Monitors organization's adherence to budget and provides management with various statistical reports on productivity, cost efficiency, cash and other fiscal matters. Directs the preparation of all required tax, insurance, and other mandatory reports and ensures submission within required timeframes. Directs accounting operations, including timely preparation of monthly financial statements in accordance with Generally Accepted Accounting Principles, oversees patient financial services and coordinates annual audit processes.
RESPONSIBILITIES AND DUTIES :
- Direct accounting functions, including entries to the General Ledger and preparation of the monthly financial statements.
Prepare monthly journal entries as necessary and review entries made by Finance Manager to verify accuracy.
oversee monthly close of al financial modules and reconciliation to General Ledgercreate monthly financial statements in compliance with generally accepted accounting principles and within required timeframes.review and approve all monthly account reconciliation's including bank reconciliationensure the effectiveness of the system of internal controls.Review, analyze and make recommendations for financial planning, budget and controls.Prepare annual budget utilizing historical trends, strategic plan and input from the Owner, CEO, COO / CFO and management team.
Analyze actual verses budgeted projections for financial planning.Compile information and create pro-forma’s for various proposed operational scenarios.Generate various types of reports regarding financial performance for administrative review and governmental reporting.Gather and maintain a database of statistical data needed for reporting requirements.
Provide mandatory reports to all requesting agencies; including all Federal, State, County and other agencies within required timeframes.Prepare monthly information for the COO / CFO on a timely basis.Ensure the financial services department is in compliance with regulatory requirements and Company policy.Approve policies and procedures for the billing and accounts receivable process, which have been prepared by the Financial Analyst-A / R. When necessary create or revise policies and procedures directly.
Meet with the Finance Manager on a regular basis to review status of billing, accounts receivable and cash receipts / collections functions.Maintain proficiency on the computerized billing system. Act as a resource when system problems occur.Remain current on billing procedures for Medi-care, Medi-Cal, and private insurance payors.Advise staff regarding interpretation of billing regulations.Assist corporate accountants with preparation of Property & Income Tax Returns, Audit worksheets, insurance audits and OSHPD annual report.Supervise the Company’s payroll functions.Develop and implement payroll practices consistent with legal requirements and Company policy. Ensure appropriate controls are in place.
Review annual W-2 filings.Review bi-weekly payroll reports, and quarterly payroll tax reports.Review monthly Workers’ Compensation worksheet and approve annual Workers’ Compensation audit.Compile necessary figures for annual Pension audit.Verify and / or amend payroll quarterly & annual returns.Supervise the Company’s Accounts Payable functions.Review detail reports to monitor expenses and cash flow.Provide detailed cash flow analysis to COO / CFO.Manage accounting staff to ensure that the Company policies and procedures are followed.
Hire, train and orient new staff members who report directly to this position.Evaluate staffing needs of department to maximize resources.Conduct annual performance evaluations for all direct reports.Coach, counsel and discipline staff as necessary to maintain compliance with Company policy.Maintain a high level of customer satisfaction.Resolve any customer complaints in a prompt and professional manner.Maintain positive relationship with vendors and payers.Maintain excellent communication with internal department managers.Assists with oversight of HQ's contracts with various insurance companies and various other vendors.Evaluates contract rates under the direction of the CAO.Maintains matrix of contracts and reviews no less often than annually.Other duties as requestedSKILLS & ABILITIES :
Bachelor’s degree in accounting / finance or an appropriate combination of education and experience preferred.Master’s degree preferred.Minimum five (5) years of progressive finance.Minimum two (2) years management experience.Ability to establish goals and monitor progress against goals for self and subordinates.Ability to handle multiple projects simultaneously with minimal supervision.Ability to make sound management decisions.Excellent computer skills, including the use of Excel, Access and Word.Excellent written and oral communication skills.Possess complex problem-solving skills.
