Job Summary
This position is located in the Department of Public Works (DPW). The mission of the District of Columbia Department of Public Works is to provide environmentally healthy municipal services that are both ecologically sound and cost-effective. Ensure the cleanliness of the District's residential neighborhoods, high-visibility commercial areas, gateway corridors, and industrial zones through a combination of direct services, education, and enforcement. Safeguard parking opportunities for District residents, businesses, and visitors by encouraging voluntary compliance with parking regulations. Improve business processes to ensure mission-critical equipment will be available for core services for all agencies. The purpose of the Chief Performance Officer (CPO) is to communicate with program managers on establishing agency goals and developing roadmaps to their achievement. The CPO determines Key Performance Indicators (KPI), create reporting channels, examine reports, suggest changes and improvements, and develop adequate strategies.
The CPO serves as the principal advisor to the Director and Chief Administrative Officer on all phases of agency performance and adherence to internal, District, and industry- wide standards impacting daily operations within the agency. Incumbent reviews proposed initiatives which would significantly change the basic service delivery structure and / or resource and staff configuration of agency programs, the way agency conducts its business with the public or with private industry, or which modify important inter- departmental relationships.
Duties And Responsibilities
Incumbent manages the day-to-day operations of the performance management, Standard Operation Procedures (SOP) development and governance, and data management functions. Directs, manages, and ensures that the agency's dashboards, databases, and performance metrics adequately reflect all programs, activities, and services of the agency. Manages and provides leadership in SOP development and governance, data management, performance management functions to achieve optimal operational efficiency and effectiveness. Advises the Director and Chief Administrative Officer of potential controversial matters, issues, or problems with widespread implications, and offers alternative resolutions to various complexities related to analysis findings.
Determines new areas of focus; develops new strategic direction for programs based on assessment reviews and best practices; facilitates the operation of business and data analytical functions; advises on issues of importance in areas of policy, plans and actions, and innovative approaches as these relate to projects, programs, analysis, and evaluation. Advises and provides recommendations on agency performance metrics and improvement opportunities for agency operations and services. Performs, guides, and directs analysis efforts in order to assess effectiveness of agency operations, performance management metrics, strategies, and potential gains to be had through implementation of new metrics and strategies. Performs trend analysis and provides future projections to provide better insights for the management to make informed decisions. Analyzes operational problems identified through reports, quality reviews, assessments, and various complaints to determine the causes and develops solutions.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed in a typical office setting which is adequately lighted, heated, and ventilated.

Duration of Appointment : MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation : This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
Essential Designation : This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
Residency Requirement Statement : If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
