The mission of Alum Rock Counseling Center (ARCC) is to heal families and inspire youth to reach their full potential. For 50 years, ARCC has provided a wide range of behavioral health counseling and school-based support, designed to promote health equity & educational equity, and ensure that high-risk youth stay safe, in school, and drug & violence free. The agency supports a predominantly Latinx (83%) population in underserved schools and neighborhoods throughout Santa Clara County with a focus on the high-need area of East and Central San Jose. ARCC staff provide services to youth and caregivers who otherwise might struggle to afford and / or access quality care. In 2023-24, the agency served 5,000+ individuals, through 13 different programs, including individual and family counseling, substance use prevention education, youth mentoring, family reunification, parent training / support, and services in 30+ high-need schools. We have 85 full-time employees and over 25 dedicated volunteers that make our programs run. Program Summary : The Mentoring & Wellness Program (MWP) offers intervention and support to high-risk middle school students and high school students in San Jose. MWP aims to empower youth to avoid unsafe / high-risk behaviors such as crime, involvement in gangs, drug use, adolescent pregnancy, and truancy, which can contribute to school failure and school dropout. The program utilizes the Botvin LifeSkills Curriculum, which is an evidence-based curriculum proven to reduce tobacco, alcohol, and other drug use as well as help youth build critical skills such as communication, decision-making, avoiding peer pressure, managing emotions, and developing healthy relationships. Position Summary : Under the supervision of the Community Services Unit (CSU) Director, the Program Manager I will provide operational and program supervision to all staff assigned to the Mentoring & Wellness Program (MWP). The Program Manager is responsible for ensuring implementation of all MWP components and activities, including case management and support services to youth and their families. Position responsibilities include day-to-day program management, program planning, staff training and supervision, budget / expense management, service implementation, and reporting. This position will also work with a caseload of clients, provide direct service to youth and families as needed, and support the programs interns and volunteers. The Program Manager must have the ability to create and maintain healthy working relationships with school and community partners, and must work well with individuals of diverse backgrounds and young people. This position requires in-person work and flexibility for evenings as needed. This position is grant-funded for 1 year with a possibility of a 2-year extension. Essential Job Functions : Ensures that the Mentoring and Wellness Program (MWP) is consistent with Alum Rock Counseling Centers (ARCC) Mission and Vision. Maintains high level of quality in programmatic systems, procedures, and practices, including high ethical standards and program implementation. Ensures that policies and procedures are followed in providing support, supervision, guidance, and development to program staff.Interviews, hires, trains, supervises and manages all staff, interns, and volunteers needed for program implementation. Monitors staffing and attendance, and signs time cards, travel vouchers and other time-sensitive documentsSupports with volunteer and intern activities and events including recruiting, onboarding, monitoring and training.Facilitates team meetings and staff supervision. Monitors staff performance, progress, and goals towards contract completion and service implementation.Provides direct services to a caseload of youth and families, including individual sessions. Conduct follow-up contact for each client in a timely manner.Support staff and / or co-facilitate group activities as needed such as school workshops, Botvin life skills groups, group mentoring, and field trips.Identify needs and provide resources and linkage to those resources to youth and families.Transports clients when necessary to needed community resources and program events;Understands and adheres to the laws governing child abuse reporting.Develops effective and innovative recruitment approaches, including marketing strategies to recruit client referrals and interns / volunteers.Conducts outreach and presentations to school and community members to raise awareness of the program.Works in the community to develop positive relationships with schools, collaborating agencies, committees, councils, consortiums, law enforcement, school sites, and other CBOs that broaden the reach of MWP and ARCC.Teams with the City of San Jose, schools, school districts, and community-based organizations to build relationships between youth, families, and systems.Presents a positive image of the MWP and ARCC in the community. This includes but is not limited to abiding ARCC and school district policies and procedures. Maintains knowledge of resources and programs available throughout San Jose and the County of Santa Clara.Documents and writes progress notes on Welligent (electronic health records system).Maintains documentation and appropriate client files and completes required paperwork including intake, risk assessments, individual case plans, progress notes, surveys, discharges, etc. within expected timeframe.Approves staff documentation in Welligent within expected timeframe.Works closely with the CSU Director to manage program goals, statistics, and completion of program outcomes.Ensures implementation, tracking, and reporting of all goals for program goals to ensure contract compliance. Reports are completed and submitted by deadlines.Collects, maintains, and cumulates all required data for reporting purposes, including students attendance, incident reports, and academic progress.Manages program budget. Reviews, approves, and monitors all program related expenditures.Supports CSU meetings and events as needed.Participates in ARCC operational meetings, and all other required internal / external meetings, including offsite meetings with County, City, schools and the community.Reports pertinent information to the CSU Director in a timely manner, and provide updates regularly about program operation.Performs other duties as assigned by supervisor for the benefit of the agency. Qualifications and Experience : Bachelors Degree in Social Work, Psychology, Sociology or other related field from an accredited college or university.Bilingual (Spanish / Vietnamese) preferred. Minimum 2 years of experience managing or leading teams preferred. Ability to establish priorities, and lead a team to successfully meet service delivery goals and client outcomes Experience with reflective supervision preferred.Experience working in program development, implementation and coordination.Experience collaborating with community agencies and / or schools.Experience working with children, youth, and families in a community-based and / or school setting.Ability to engage youth, parents, school administrators, and volunteers in a professional manner.Understanding of and sensitivity to economic and cultural issues in diverse communities.Experience working with diverse backgrounds.Strong understanding of Child and Adult Protective Services rules and regulations, HIPAA, mandated reporting, and limits of confidentiality preferred.Effective verbal and written communication skills, interpersonal skills, and demonstrated computer literacy, including Microsoft Office, Zoom, and Google Suite.
Ability to meet deadlines, work independently with minimal supervision, and act as a positive member of a team;Ability to work flexible hours, including some evenings.Ability to lift up to 25 lbs.Valid drivers license and insurance required.Fingerprinting and background checks as required by the Department of Justice and FBI.TB clearance required.Proof of COVID vaccine and booster, highly recommended.
