Job Title : Program Coordinator

Department : Programs (ELOP)

Reports To : Program Specialist, ELOP

Classification : Full-Time, Nonexempt

Duration :  School Year (July – June)

Salary Range :  $23.00 – $26.00 / hour

Schedule :   Monday–Friday, 9 : 00 AM – 6 : 00 PM; subject to change during summer and intersession based on program needs.

Position Summary

The Program Coordinator, reporting to the Program Specialist, oversees the implementation of Expanded Learning Opportunity Programs (ELOP) across multiple school sites. This role supervises and supports site-level staff—including Site Coordinators, Site Leads, and Group Leads—while ensuring alignment with TCF and district standards.

The Coordinator is responsible for upholding California’s Quality Standards for Expanded Learning by promoting program quality, supporting staff development, managing compliance and administrative tasks, and fostering a safe, enriching environment for students, families, and staff.

Essential Functions

Supervision & Leadership Support

  • Supervise and support Group Leads through regular site visits, observations, and ongoing coaching to ensure effective delivery of age-appropriate activities.
  • Ensure staff consistently adhere to TCF and partner agency expectations, including lesson planning, behavior management, professional conduct, dress code, and language use.
  • Collaborate with partner agency leaders to foster a cohesive and accountable team culture; organize staff training and participate in site meetings as needed.
  • Conduct monthly check-ins with Program Administrators and Site Supervisors to address concerns, clarify expectations, and support continuous improvement.
  • Provide on-site coverage as needed to maintain staffing ratios, support staff during breaks, and ensure smooth program operations.
  • Manage attendance audits, staff schedules, program observations, and recap documentation.
  • Support hiring, onboarding, and personnel record management.
  • Collaborate with partner agencies to plan and schedule program activities, events, and field trips.
  • Serve as a liaison between the district and TCF, addressing performance concerns and documentation.
  • Lead team meetings and 1 : 1 check-ins to provide feedback, clarify expectations, and resolve challenges.
  • Contribute to strategic planning and implementation of organizational initiatives.
  • Identify and mentor high-potential staff for internal advancement and leadership opportunities.

Safety & Communication

  • Uphold TCF and district safety protocols, emergency procedures, and disciplinary policies.
  • Promote a positive, structured environment through clear behavior expectations and consistent enforcement.
  • Collaborate with Program Administrators and Site Supervisors to ensure program quality, compliance, and a safe learning space.
  • Support a culture of accountability, integrity, and open communication across all levels of staff.
  • Additional Responsibilities

  • Perform other duties as assigned to support evolving organizational needs.
  • Job Qualifications

    Minimum Qualifications

  • At least 18 years of age
  • 48 college semester units or passing score on the Paraeducator exam
  • Valid TB clearance
  • DOJ / FBI background clearance
  • Reliable, punctual, and dependable
  • Experience working with youth and basic knowledge of elementary subjects
  • Strong classroom and behavior management skills
  • Ability to work independently and collaboratively
  • Effective, professional communication with staff, students, families, and partners
  • Certifications & Clearances

  • Required : Sexual Harassment Prevention Training and Mandated Reporter Training
  • Preferred : First Aid and CPR Certification
  • Physical Demands

  • Must have the strength, agility, and mobility to actively supervise children and perform program duties
  • Frequent standing, walking, bending, and other physical movement required
  • Ability to occasionally lift and carry up to 25lbs safely
  • Work Environment & Travel

  • Work is conducted both indoors and outdoors, in various weather conditions
  • May be assigned to multiple site locations
  • Reliable transportation required
  • Must follow all current CDC and local health guidelines for a safe work environment
  • Technology & Tools (Preferred)

  • EZReports, Procare, or similar systems (as required by district)
  • Microsoft Office 365 (Teams, Word, PowerPoint, Forms, Outlook)
  • Workforce platforms such as ADP and Deputy
