Job Description

The Director of Nursing and Health Services leads medical care and nursing operations across key programs serving children, youth, and adults. This includes health services for children in foster care and residential treatment (under Article 29-I), programs for people with intellectual and developmental disabilities (IDD), and support services for adults with complex medical needs.

This leader ensures high-quality care, regulatory compliance, and efficient clinical operations. The Director provides supervision to the medical team and works across departments to drive improvement and collaboration in care delivery.

RESPONSIBILITIES

  • Clinical Oversight : Lead all nursing and medical services across :

Residential foster care clinics (Article 29-I)

  • Group homes and community-based services for people with IDD
  • Programs for adults with behavioral health and medical needs
  • Policy Development : Develop and maintain clinical protocols, procedures, and quality standards in line with healthcare regulations.
  • Team Supervision : Directly supervise Nurse Practitioners, Physicians, and Supervising RNs in each service area.
  • Operations & Budgeting : Manage clinical staffing, schedules, and budgets to support smooth and effective care delivery.
  • Quality & Compliance : Work with internal quality teams and respond to audits from oversight agencies. Monitor ongoing performance and ensure medical records meet all legal standards.
  • Training & Hiring : Oversee onboarding and continuous training for clinical staff and support professional development initiatives.
  • Regulatory Liaison : Serve as the main clinical contact for oversight agencies and funders such as :
  • ACS (Administration for Children’s Services)

  • OPWDD (Office for People with Developmental Disabilities)
  • Other city and state health and licensing agencies
  • HIPAA & Documentation : Ensure all clinical documentation follows HIPAA and confidentiality policies.
  • Internal Collaboration : Partner with Human Resources, Finance, Legal, Program Development, and other teams to support integrated care and organizational goals.
  • External Representation : Represent the agency at external meetings, events, and advisory groups to promote best practices in nursing and healthcare delivery.
  • QUALIFICATIONS

  • Compliance Knowledge : Familiarity with 29i health services, OMH, OPWDD, OR regulatory standards.
  • Education : Advanced Practice Nurse (APN) or equivalent
  • Licensure : Current and unrestricted New York State Registered Nurse (RN) license
  • Experience : Minimum 5 years of direct clinical experience and 5 years in a leadership role in healthcare or social services
  • Skills :
  • Proven leadership in nursing and health services

  • Experience with healthcare regulations, including Article 29-I and OPWDD guidelines
  • Strong budgeting, communication, and interdepartmental collaboration skills
  • This position plays a critical leadership role in ensuring the highest standards of medical care and clinical services for the people supported by the organization.
