Job Description
The Technical Project Controls Specialist III reports directly to the Manager of Project Controls. This position is responsible for the project controls function on Construction Capital Projects. These functions include schedule development, project management; earned value management, change control, report development, cost tracking; vendor invoicing and financial reporting on multiple projects.
Responsibilities :
Develop project controls related standards, specifications, and procedures for projects.
Co-ordinate with others to develop, monitor and update individual project schedules and Program Master schedules using Critical Path Method (CPM) analysis.
Enhance current agency project controls practices.
Assist with the cost tracking to include the monitoring and tracking of project budgets, expenditures, invoicing, forecasts, cash flow projections and contingency drawdowns.
Collaborate with Program / Project Managers to develop, implement and enforce project change management procedures; assess impact of change on contract scope, schedule and budget.
Assist the project managers in developing and maintaining project controls standards that are part of project management plans.
Ensure project management principles and methods are followed to protect the integrity of the projects.
Utilize Enterprise Project and Portfolio Management tools and methodologies to ensure projects are delivered within the project's scope, schedule and budget.
Perform schedule analysis using Earned Value Management (EVM) technique.
Monitor and report on project progress as required to internal and external stakeholders.
Work with Program / Project Managers to analyze and approve contractor and vendor invoices.
Mentor project managers and project controls staff on schedule related topics as needed.
Provide periodic reports to management, project managers and external stakeholders.
Support the Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
Perform other duties as required and / or assigned.
Qualifications :
Bachelor's degree in Business Administration, Engineering, Construction Management, Project Management or a related field. Related experience may be substituted on a year-for-year basis up to four (4) years.
Five (5) years of progressively responsible experience performing project control functions for capital projects.
Experience working with change control with multiple project schedule baselines.
Experience working with knowledge of critical path, earned value analysis, hard and soft dependencies, estimating techniques, baseline variance, schedule recovery strategies, milestones, and resource leveling.
Experience building and managing design and construction schedules, reviewing contractor's construction schedule.
Project Management Institute (PMI) Project Management Professional (PMP), PMI Scheduling Professional (PMI SP), and American Association of Cost Engineering International (AACEI) Planning P&C August 2024 Technical Project Controls Specialist III & Scheduling Professional (ACCEI- PSP) certifications are preferred.
Knowledge, Skills, and Abilities :
Knowledge of project management methods, principles, and practices including risk analysis, scope control, and quality assurance as it relates to the construction industry.
Knowledge and skills reading and interpreting construction drawings, surveys, contract and project management documents, and working with regulatory agencies.
Knowledge of public procurement practices, recordkeeping and management.
Knowledge and understanding of applicable federal, state and local laws, rules and regulations.
Demonstrated proficiency with Primavera P6, Microsoft Project, or equivalent scheduling software.
Demonstrated proficiency using Microsoft Word, Excel, and PowerPoint.
Preferred working knowledge of Planview (PPM Pro, Project Place, e-Builder, Aconex), Power BI and other Project Management systems.
Ability to work on multiple projects and prioritize tasks as needed.
Strong interpersonal skills and ability to effectively communicate orally and in writing.
Ability to work and interact on a professional basis with supervisors, co-workers, contractors, stakeholders, government entities, and the public in general.
Ability to develop and maintain effective working relationships and to work in a team environment.
Must be detail oriented, thorough and well-organized.
Ability to prepare and deliver presentations.
Work Environment & Physical Demands :
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and / or hazardous working conditions.
This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Employees must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally.
Must be able to use telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status :
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown / collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed.
