Code Enforcement Inspector

The Code Enforcement Inspector is a skilled position, responsible for the enforcement of and compliance with codes, laws, and development of regulations administered by the City of Frederick. The Code Enforcement Inspector provides code enforcement expertise to the Mayor and Board of Aldermen, city departments, citizen review boards, community associations, businesses, and residents. Work hours for this position, in addition to regular hours, include some after-hours, weekend, and / or holiday work required. The Code Enforcement Inspector is an essential employee meaning they are responsible for providing services that are critical functions required to maintain order, peace, safety, and the well-being of residents and visitors to The City of Frederick in the event of a critical incident. As such, Code Enforcement Inspector is required to respond to emergencies as needed throughout the Department of Public Works when directed to do so.

Code Enforcement Inspector I $29.23 / hr

Essential Duties and Responsibilities :

  • Performs interior and exterior field inspections in accordance with Standard Operating Procedures (SOP's).
  • Investigates violation of laws and ordinances brought to the attention of the Department by citizens, merchants, city officials, law enforcement, local and state regulatory officials and others for compliance with city codes, ordinances and regulations.
  • Generates and maintains case files, inspection reports, other documents and reports, identifying findings, violations, corrective action and penalties resulting from inspection and enforcement activity.
  • Responds to inquiries and meets with citizens, merchants, management companies, landlords, tenants and others to advise and discuss regulations and enforcement; works to resolve issues and concerns and identifies reasonable solutions for compliance.
  • Prepares and issues notices of violation, field correction notices, stop work orders, municipal infractions and assists with search warrants.
  • Prepares, maintains and monitors cases through resolution in accordance with SOP's.
  • Interviews all persons relevant to Code Enforcement cases, including complainants, property owners, landlords, tenants, property management agents, contractors and others, and documents all pertinent information.
  • Collects and analyzes documentary evidence, including affidavits of witnesses, correspondence, financial / personal and other records.
  • Supervises and coordinates abatements of violations with other city departments and / or privately contracted companies.
  • Performs after hour inspections and site responses as needed.
  • Testifies in court at legal proceedings and various Board Hearings.
  • Assists with preparation of documents concerning legal action and code violations.
  • Operates a vehicle observing legal and defensive driving practices.
  • Performs other duties as assigned.

Qualifications : To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • High School Diploma, vocational school, General Education Degree (GED) or equivalent.
  • One (1) year of code enforcement experience or experience with a regulatory agency or law enforcement agency responsible for the enforcement of municipal codes, ordinances and laws or any combination of education, training and / or experience that would provide the required knowledge, skills and abilities.
  • Required Certificates and / or Licenses :

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. Must provide a copy of driving record prior to employment.
  • ICC certification as Property Maintenance and Housing Inspector or ability to obtain within eighteen (18) months of employment. The employee must maintain the certification for the duration of their employment.
  • Required Skills (Communication / Language; Mathematical; Computer; etc.) :

  • Knowledge of Property Maintenance Codes, building, plumbing, electrical codes, zoning regulations, and permitting procedures.
  • Knowledge of the legal procedures relating to the enforcement of codes and ordinances.
  • Knowledge of modern office practices and procedures, which include filing and computer knowledge (preferably Microsoft Office).
  • Strong and effective verbal / written communication and interpersonal skills.
  • Ability to write and articulate information, prepare inspection reports and documentation, prepare municipal infractions and record information concerning inspections, violations and corrective actions.
  • Ability to interpret code requirements and to apply reasonable requirements to appropriate situations.
  • Ability to maintain effective working relationship with co-workers, citizens, merchants, landlords, tenants, violators and others.
  • Ability to work independently in the field, handling difficult and sensitive situations using sound technical and independent judgment within general policy and legal guidelines.
  • Ability to perform job functions and multiple assignments in a timely, accurate and consistent manner.
  • Ability to understand, follow and adhere to OSHA requirements.
  • Other Desireables :

  • Background in land planning, zoning, criminal justice, law enforcement, or property management.
  • ICC certification in any the following : Residential Building Inspector, 1 and 2 Family Electrical Inspection, 1 and 2 Family Plumbing Inspections, or Combination Inspector.
  • Ability to speak and comprehend Spanish language.
  • Code Enforcement Inspector II $31.42 / hr

  • Two (2) years of code enforcement experience or experience with a regulatory agency or law enforcement agency responsible for the enforcement of municipal codes, ordinances and laws or any combination of education, training and / or experience that would provide the required knowledge, skills and abilities.
  • Required Certificates and / or Licenses :

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. Must provide a copy of driving record prior to employment.

  • Successful completion of ICS-100 : Introduction to the Incident Command System.
  • Successful completion of ICS-700 : National Incident Management System.
