Definition

Definition : Under close to general supervision of the Alternate Site Principal performs a variety of clerical support work in an assigned unit. The Adult Education Testing Senior Clerk administers standardized tests and ensures the security and integrity of the testing program(s). Monitors and maintains accountability and control of all testing materials and records. Reviews and ensures Education Department compliance with established Tribal and State Testing Center legal requirements. Facilitates and ensures the Testing Center compliance for state mandated compliance reviews and audits. This job class is treated as FLSA non-exempt.

Distinguishing Features : The Senior Clerk job class is distinguished from the Clerk class by exercising independent judgement and initiative with which work is performed has greater variety and difficulty of assignments and greater responsibility for the actions taken.

Essential Functions : Essential functions may vary among positions and may include the following tasks knowledge abilities skills and other characteristics. Examples of Tasks

1. Reception : Receives and greets visitors and directs to appropriate staff or requested service.

  • Answers routine questions about program services policies and procedures.
  • Assists visitors and clients in completing a variety of forms or other materials used in the assigned work area.
  • Photocopies appropriate information at the request of staff and / or the public.
  • Answers multi-line phone and provides requested information or directs callers appropriately. May arrange and schedule phone coverage for the unit during breaks and lunch periods.
  • Opens date stamps and routes incoming mail to appropriate staff.

2. Administrative : Maintains unit files which may include confidential and / or sensitive files by organizing and filing forms correspondence records reports and / or other related information alphabetically numerically or in accordance with another established system.

  • Retrieves information from files in response to request from staff or the public.
  • Maintains confidentiality / security of files / records.
  • May temporarily act as lead worker and oversee the work of other Clerks.
  • Maintains and / or schedules appointments calendars for work unit staff.
  • Sets up meetings make travel and training arrangements for staff.
  • Maintains adequate inventory of office supplies needed for work unit and orders additional materials and supplies as needed.
  • Contacts suppliers and prepares and processes necessary documents or forms.
  • Types letters memos reports or other documents using a personal computer.
  • Enters information into a database on the personal computer.
  • Processes work orders invoices and other forms / documents used in the assigned unit.
  • 3. Testing Program : Coordinates and ensures testing program compliance with the established Tribal and State legal requirements.

  • Participates and becomes certified by the web based Testing vendor(s) as identified by the Alternative Site Principal.
  • Reviews develops and maintains policies procedures and guidelines as needed to help ensure the Testing program complies with state testing requirements.
  • Schedules and administers test throughout the year to meet the needs of students.
  • Establishes and maintains a proper credible secure and appropriate testing site for conducting the program testing.
  • Ensures program access for all qualified candidates.
  • Upholds the integrity of the Test and associated administrative support tasks / process(es).
  • Maintains the overall quality of the testing program at the official Testing Centers.
  • Coordinates all testing activities for the testing site in accordance with applicable laws ordinances rules and regulations.
  • Makes information readily available regarding accommodations and provides testing candidates who have disabilities.
  • Provides accessible testing with approved accommodations. Continually seeks ways to streamline and improve the testing process(es).
  • 4. Testing Program Administration : Signs and submits the annual Test Security Memorandums and complies with the contractual obligations and policies with the Alternative Site Principals approval.

  • Assumes responsibility for signing and submitting the annual Test Security forms and complying with contractual obligations and enforcing the policies of the Examiners requirements with the Alternative Site Principals supervision and approval.
  • Informs the Alternative Site Administrator and Testing Service of any unusual events that occur during any testing session.
  • Attends all relevant testing trainings.
  • 5. Miscellaneous : Performs other job related duties as assigned by the Director or designee to maintain and enhance department operation

    Knowledge Skills Abilities and Other Characteristics :

  • Knowledge of the culture customs traditions history and government of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of the purpose current issues projects organization policies and employee responsibilities of the unit to which assigned.
  • Testing Program Project organization and facilitation including implementation documentation and project completion.
  • Test Security forms.
  • Web based testing related regulations and protocols.
  • Applying the policies and obligations outlined in the Testing Examiners Manual(s).
  • Developing an accurate prompt and customer service oriented candidate notification system.
  • Budgeting and tracking program expenditures.
  • Adheres to policies practices and procedures.
  • Communicating effectively both verbally and in writing.
  • Completing thorough program documentation including the testing process.
  • Knowledge of the formats used for a variety of correspondence and reports.
  • Knowledge of general office practices and procedures including those associated with confidential / sensitive information.
  • Skill in identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact.
  • Skill in establishing and maintaining effective working relationships with those contacted in the course of work.
  • Skill in operating a variety of standard office equipment which may include a photocopier fax machine 10 key calculator typewriter multi-line telephone scanner and a personal computer.
  • Skill in typing / keyboarding.
  • Ability to organize work priorities and meet daily deadlines.
  • Ability to understand and follow oral and written instructions which may entail procedural or technical detail.
  • Ability to adapt to changing work situations and assignments.
  • Ability to use initiative and independent judgment while at the same time recognizing when it is appropriate to refer matters to the supervisors attention.
  • Ability to learn job-related material primarily through oral instruction and observation.
  • Ability to establish organize and manage a credible and quality Testing Program.
  • Ability to problem solve and make effective decisions in a fast-paced high workload environment.
  • Ability to develop and maintain positive and effective working relationships with all levels of the department and within the Community.
  • Ability to manage program workflow.
  • Ability to prioritize and be flexible taking into consideration unforeseen circumstances and conflicting schedules.
  • Ability to lift and carry 40 lbs.
  • Minimum Qualifications

    Education : Graduation from high school or GED equivalent is required.

  • For enrolled Community members without a GED must obtain a GED. Requires participation in the HR GED Program and successful completion of the Arizona state certified exam in order to continue employment with SRPMIC.
  • Experience : Typing or keyboarding familiarity is required along with one (1) year of work experience performing a variety of clerical and office support tasks.

  • Completion of a high school course or program in Office Practices General Business or closely related area may substitute for six (6) months of the required experience.
  • Equivalency : Any equivalent combination of education and / or experience that would allow the candidate to satisfactorily perform the duties of this position will be considered.

    Underfill Eligibility : An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19 Underfill.

    Preferred Qualifications :

  • Education and experience : Bachelors Degree from an accredited college or university in Education or closely related area. One (1) year experience in teaching classes and / or administering standardized tests is preferred.
  • Special Requirements

    Prior to hire as an employee applicants will be subject to drug and alcohol testing. Will be required to pass a pre-employment background / fingerprint check.
