JOB DESCRIPTION The San Manuel Fire Department's mandate is to provide emergency and non-emergency services to protect the lives and property of tribal citizens, employees, patrons, and guests of the San Manuel reservation, as well as to safeguard environmental, cultural and economic resources. The department is called upon to ensure fire safety on the reservation and to protect the lives of those within the community. Also critical in the San Manuel Fire Department's mission is to develop, implement and maintain innovative prevention programs and strategies, lifesaving and safety education and training to the Yuhaaviatam of San Manuel Nation community. The department fosters partnerships with other tribal departments, as well as outside public safety agencies, to promote a dynamic emergency response capability.

Under general supervision of the Fire Marshal, the Fire Inspector examines industrial, wildland, wildland-urban interface, commercial, institutional, educational, residential properties and places of public assemblage to determine compliance with appropriate fire prevention codes, regulations and standards; examines plans for fire code compliance; enforces Tribal codes and ordinances related to life safety, housing, health and sanitation, public nuisance and weed abatement; conducts training sessions in fire prevention for employees, officials and the public; implements and conducts fire prevention training for suppression personnel and others as directed; acts as a technical resource person to staff and the public; supervises and trains fire prevention personnel; and performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides courteous and expeditious customer service to the Tribe, employees, and the general public.

2. Performs and participates in fire and life safety surveys and examinations of industrial, wildland, wildland-urban interface, commercial, institutional, educational, residential properties and all places of public assembly; locates and identifies existing or potential fire and life safety problems; recommends and requires appropriate fire prevention / safety measures and devices, including correcting hazardous conditions; performs Fire Safety Officer standby on-site at events : reports irregular or suspicious circumstances; plans fire escape routes and promotes installation of built-in fire protection.

3. Performs and participates in field inspections of new and existing buildings, building additions and other facilities to determine existence condition, usage and operational adequacy of proper fire detection and suppression systems; secures cooperation of property owners and advises on corrective action to eliminate life hazards and fire conducive conditions; outlines or describes steps to ensure compliance with Safety codes and ordinances which pertain to such areas as life safety, substandard housing, health and sanitation, blight, public nuisance and weed abatement; receives and investigates complaints.

4. Enforces fire and life safety code provisions of a technical and complex nature; coordinates with the Tribal Departments as necessary; issues, when appropriate, notices of violations, orders to abate, stop-work notices and warnings; makes court appearances at hearings, as needed; checks and examines site plans and building construction plans for compliance; responds to fires and other emergencies as directed.

5. Ensures compliance of Tribal ordinances, applicable laws and other regulatory agencies; reexamines occupancies to determine progress towards compliance with codes and policies.

6. Implements fire and life safety education programs, including conducting public presentations for groups of owners and tenants of industrial, commercial, institutional, educational, residential, public assembly properties, other groups or individuals and community organizations having a concern or interest in fire prevention / safety information.

7. Perform routine wildland inspections and advise Tribe and Tribal citizens on fire prevention strategies for the urban interface.

8. Performs safety briefings for employees, contractors, and citizens. Acts as the lead person in the field and when conducting survey occupancies for fire prevention.

9. Prepares correspondence and reports; prepares documents and reports as necessary; communicates with city, county and state fire prevention officials; requests assistance from other departments and outside agencies as necessary; prepares and distributes pamphlets, brochures and other public information material; collects, compiles and tabulates information and data; makes studies of fire and life safety.

10. Performs other duties as assigned to support the efficient operation of the department.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

High School Diploma or GED equivalent required.

Completion of 30 semester units of college-level courses in liberal arts or fire science

  • OR experience of at least two years in a full-time fire suppression job (i.e. all-risk Firefighter with responsibility for conducting company-level inspections, conducting Public Relations events, etc.).

Minimum Two years of journey-level experience within the last four years performing fire and life safety inspections of industrial, commercial, institutional, hospital, educational, residential and public assembly facilities; OR one year experience at or equivalent to the level of Fire Prevention Officer in a City, State, Federal, Tribal or local government required.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

Knowledge of :

Modern fire prevention practices and procedures as they apply to industrial, wildland, wildland-urban interface, commercial, theatrical, institutional, educational, residential properties, and places of public assemblage.

Municipal, state and federal laws, codes and ordinances pertaining to fire prevention and life safety measures and Tribal ordinances.

Health, sanitation and related codes and ordinances.

Water supply access, supply, storage, and distribution as it related to fire and life safety.

Building construction, California Building Code (CBC), California Fire Code (CFC), NFPA Standards; any applicable codes.

Fire prevention alarm transmissions, equipment maintenance and fire drill procedures.

Fire surveys and educational methods used in fire prevention.

Storage and handling requirements for hazardous materials, such as gasoline, chemicals, explosives, paints, gases and other flammables.

Safety precautions and procedures pertaining to work.

Public speaking and public relations techniques.

Principles of management, administration, supervision, training and community relations

Basic mathematics

English grammar, syntax, spelling and punctuation.

Modern office practices, procedures and equipment, including personal computers.

Community Wildfire Protection Plan (CWPP) development, and specifically the San Manuel CWPP document.

Ability to :

Conduct thorough fire prevention and safety examinations.

Analyze facilities and recommend effective fire and life safety measures.

Determine life safety deficiencies and initiate appropriate corrective action.

Research and apply laws, ordinances and regulations to situations of potential fire and life hazards.

Plan and direct a public fire prevention education program.

Write clear, concise and comprehensive reports and news releases.

Prepare correspondence and reports and maintain accurate records.

Interpret, apply and explain laws, codes, regulations, policies and procedures.

Enforce codes, ordinances and regulations firmly, consistently, tactfully and impartially.

Perform arithmetic calculations and measurements.

Environmental Safety -Demonstrates pride in the entire facility by maintaining a clean, safe work environment for guests and co-workers. Consistently demonstrates personal ownership for cleanliness and maintaining exceptional housekeeping standards within the department, facility and all Tribal owned properties. Consistently demonstrates concern for personal safety and the safety of guests, vendors and other team members by immediately addressing or reporting all unsafe acts and / or conditions.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

REQUIRED :

OSFM Fire Inspector 1A course completion certificate

OSFM Fire Inspector 1B course completion certificate

OSFM Fire Inspector 1C course completion certificate

OSFM Fire Inspector 1D course completion certificate

Certified as an OSFM Fire Inspector I within one year of employment in this position

Current AHA CPR Healthcare Provider or equivalent

Obtain insurance for privately owned vehicle according to San Manuel Risk Management standards.

PREFERRED :

Certification or progress towards certification as an OSFM Fire Inspector II

Certification or progress towards certification as an OSFM Plan Examiner

Certification as an Emergency Medical Technician

Certification as a Firefighter I or II and suitability to serve in a safety capacity (to include respiratory protection plan requirements, work capacity test completion, etc.)

Certification or progress towards certification as an OSFM Fire & Life Safety Educator

Certification or progress towards certification as an OSFM Fire Investigator I

Driving Responsibilities : Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.

PHYSICAL REQUIREMENTS / WORKING CONDITIONS ENVIRONMENT

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job.

Must successfully complete the Wildland Work Capacity Test Pack Test at light level annually.

Primary work environment is in a climate-controlled office setting, but duties may require work in outdoor environment, at sites under construction, and in spaces which are not climate-controlled.

Work requires traveling between sites to attend meetings, trade shows, and conferences.

Incumbents may be required to work evening, weekend and holiday shifts.

Walking, standing and sitting for prolonged periods of time.

Must be able to work in a fast paced, high demand environment.

Strength sufficient to exert up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and / or move up to 40 pounds occasionally.

Sedentary work; involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

Physical activities that apply to the essential functions of the position are : Balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

Hearing sufficient to hear conversational levels in person and over the telephone.

Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, and over the telephone.

Visual Acuity that best describes the requirements of the position : The worker is required to have close visual acuity to perform an activity such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection of employees, visitors or facility.

Mobility sufficient to safely move in an office environment, in wildland-urban interface spaces, and in buildings and spaces under construction, walk, stoop, bend, kneel, climb ladders and stairs, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

Detect color changes in smoke and flames.

Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

The employee may be exposed to fumes or airborne particles including secondhand smoke.
