Job Summary :

Performs a variety of accounting and purchasing functions. Does not require the supervision of other employees. Requires a working knowledge of accounting and purchasing practices and procedures.

Essential Job Functions :

a. Assists to maintain the City purchasing policies.

b. Reviews and oversees purchasing transactions for compliance with the City's policies and state statutes.

c. Reviews, sorts and processes Purchase Requisitions and Small Purchase Orders.

d. Assists by attending bid openings, mailing out of bids and scanning documents.

e. Prepares and processes sealed quote packets.

f. Processes and maintains City inventory of goods.

g. Processes Vendor forms and maintains database and processes mail.

h. Maintains a variety of files.

i. Maintains a variety of Vehicle records.

j. Creates roll-off, landfill and lien accounts.

k. Enters data for new accounts.

l. Reviews / Verifies information from import files.

m. Reviews and enters differential pay, vehicle usage, garnishments, retro pay, union dues, and ACH authorization forms.

n. Assists in sorting / folding / sealing of payroll checks.

o. Assists other Finance Department Divisions with accounting clerical functions.

p. Maintains and administers P-Card transactions and records.

q. Assists with annual audits.

r. Performs related work and reports as assigned.

Conditions of Employment :

a. Applicant will be subject to a complete background investigation. Incomplete, inaccurate and / or failure to report information will cause the applicant rejection from consideration.

b. Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City's expense.

c. Must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.

d. Bilingual English / Spanish Preferred.

Required Education : Associates degree

Education Preference :

Bachelor's degree in Accounting or Business, or related fields.

Educational Substitute :

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Required Work Experience :

Two (2) years' experience in purchasing and / or financial accounting.

Experience Preference :

Five (5) years' experience in related fields.

Work Conditions :

The employee works under typical office conditions, and the noise level is usually quiet. Occasional exposure to unpleasant environmental conditions and / or hazards. Occasional outside work.

Physical Demands :

The job has no significant exposure to hazards and physical demands are low, but require constant fine dexterity, vision, and handling of paperwork.

Requires stooping, kneeling, bending, turning and reaching. Duties involve working with lightweight materials and / or using force equal to lifting up to 50 pounds.

Mental Demands :

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; use math and mathematical reasoning; perform detailed work, multiple tasks; work with constant interruptions; and interact with staff and the public.
