Community And Behavioral Health Manager
The Community And Behavioral Health Manager serves as a strategic leader within the Strategic Health Initiatives Division of the Adams County Health Department, advancing division- and department-wide goals through the integration of community health, behavioral health, and youth engagement cross-cutting initiatives. This role drives systems-level change by aligning strategies across organizational planssuch as the Strategic Plan, Community Health Improvement Plan, and Community Engagement Planand local and state policy agendas to address the root causes of complex social health challenges. This position effectively brings together project management, change management, and advanced public health skills to build strategic tools and systems that support complex internal and external alignment and collaboration, centering the social determinants of health and fostering sustainable, data-driven approaches to improving population health outcomes and community resilience.
Strategic Leadership And Program Oversight
- Provides strategic direction and oversight for County-wide Community and Behavioral Health initiatives aligned with organizational and community priorities and foundational public health capabilities.
- Strengthens organizational capacity through infrastructure development, technical assistance, workforce development, and evidence-informed strategies.
- Develops Community and Behavioral Health unit goals and objectives and oversees the alignment of community and behavioral health efforts across the Department using a shared risk and protective factors framework to drive collective impact, resource blending, and sustainability.
- Manages, including developing, approving, monitoring, and forecasting, a multi-million-dollar budget and contracts portfolio; oversees accounting (AP, AR, pcards) and procurement (RFPs, RFAs, NFOs) processes and ensures transparency, integrity as fiscal stewards, and community participatory approaches for maximum Adams County-wide impact.
- Supports community and behavioral health funding development, including grant identification, writing, and interdepartmental coordination.
- Develops, implements, and oversees continuous quality assurance and improvement processes at division and departmental levels to monitor progress of programs and projects, improve efficiency, and meet public health accreditation standards.
- Responsible for continually monitoring the Community and Behavioral Health fields to maintain active working knowledge of the principles, techniques, best practices, and procedures related to areas of focus and identify model programs and opportunities for innovation.
Supervision And Team Development
Supports, guides resource allocations, and creates accountability for supervisors and staff in performance management, cross-team collaboration, team development, and professional development.Guides teams in applying project management, change management, quality improvement, evaluation, and public health models to drive collective and sustainable impact across Adams County.Implements adaptive leadership frameworks to support organizational shifts, new initiatives, and evolving community health priorities.Supports a team culture of ongoing learning, growth, and collaboration, assures mentorship and professional support, and identifies learning opportunities for the team.Effectively uses values-based leadership methods and coaching skills to provide mentorship to direct reports and staff across the Division.Ensures operational policies and procedures as well as grant contracts are understood and abided to by staff, including oversight of program budgets and deliverables and employee performance.Proficiently supervises personnel and program operations including the assignment and review of staff work, interpretation of program and policy for staff, providing clarity and tools to support staff success, and coordinating schedules and work to meet community needs.Community Engagement And Partnership Development
Strengthens the county's role as a trusted leader in community and behavioral health strategy, positioning the health department as a key convener and innovator in population-based health strategies.Visible in the community as a trusted resource to advance community and behavioral health priorities through the chief health strategist approach that embraces multi-sector and system collaborations to advance community and data-driven policy, systems, and environmental changes.Ensures authentic community and youth engagement practices through co-designed strategies that elevate lived experiences in program planning, decision-making, and implementation.Strengthens internal collaboration across the Department to leverage learnings from public health programs and enhance community engagement efforts.Creates strong and innovative partnerships within Adams County government, local government and the community to integrate community health, behavioral health, and youth and community engagement strategies into programs, partnerships and policy.Strengthens the capacity of external partners through technical assistance, resource-sharing efforts that foster collective impact, and professional development opportunities.Represents the department in regional and state initiatives, serving as a subject-matter expert and advocate for integrated, prevention-driven health systems.Commitment To The Community :

Experience :
A minimum of five years' experience related in public health or behavioral health.Experience must include progressively increasing responsibility, including a minimum of four years leading teams of varying backgrounds toward shared, sustainable outcomes.Education & Training : Requires a Master's degree received from an accredited college or university, preferably with major coursework in public health, public policy, behavioral health sciences, health administration, social work or a related field.
License or Certification : Possession of or the ability to obtain a valid Colorado Driver's License.
