  • Must be eligible to obtain a Level 6C Public Trust clearance Salary Range :   $135,000 – $165,000 per year Bonus Eligibility :  May include annual performance-based bonus Benefits :  Medical, dental, and vision insurance; 401(k); paid time off; professional development support Chippewa Sustainable Solutions (CSS) is seeking a seasoned  Program Manager (PM)  to lead a major federal contract supporting the  Bureau of Indian Affairs (BIA), Division of Water and Power .
  • This individual will serve as the senior project leader and principal point of contact for government stakeholders, overseeing day-to-day contract execution across technical, financial, and administrative domains.
  • The PM will be responsible for supervising multi-disciplinary teams, managing subcontractor relationships, and ensuring compliance with all contract requirements.
  • This is a high-impact leadership role that requires a strong federal program management background, exceptional communication skills, and a commitment to quality and accountability.  Key Responsibilities Lead all aspects of IDIQ operations, including task order planning, execution, and reporting.
  • Manage technical staff, subcontractors, and project controls to ensure deliverables meet quality, cost, and schedule benchmarks.
  • Serve as the primary liaison with government Contracting Officer’s Representatives (CORs) and program officials.
  • Oversee staffing plans, risk management, and change control processes.
  • Facilitate strategic planning sessions, milestone reviews, and contract performance assessments.
  • Ensure compliance with federal acquisition regulations (FAR), BIA policies, and tribal protocols.
  • Qualifications Required :

  • Bachelor’s degree in Engineering, Mathematics, Physics, Chemistry, or a related technical discipline.
  • Minimum of  10 years of experience  managing complex federal programs or contracts.
  • Proven track record in  infrastructure sectors  such as dam safety, irrigation systems, power generation, or water resource management.
  • Demonstrated success in cross-agency coordination, stakeholder engagement, and program governance.
  • Preferred :

  • Experience working with or within the  Bureau of Indian Affairs (BIA)  or other tribal / federal partnership programs.
  • PMP Certification or equivalent credentials.
