GENERAL STATEMENT OF DUTIES
Performs engineering technician work in stormwater infrastructure inspection regulatory report generation illicit discharge investigation data collection and analysis and processes utility locate requests; performs related work as required..
SUPERVISION RECEIVED
Works under the direct supervision of the Stormwater Program Supervisor who makes assignments and reviews work performance.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this class; however may be assigned lead worker responsibility overseeing and directing the work of temporary employees.
Typical Duties - Duties include but are not limited to the following
Schedules maintenance for monitors performance keeps inventory of inspectsboth private and public stormwater management facilities to ensure regulatory compliance.
Performs utility locates for stormwater wastewater and drinking water infrastructure
Uses GIS to track maintenance inspections and monitor stormwater infrastructure and natural conditions
Interacts with customers regularly in a professional manner. Provides technical advice when appropriate
Investigates tracks and reports on illicit discharge issues
Performs minor repairs and maintenance to correct performance issues to maintain compliance with permit requirements
Collects samples produces reports and presents data findings
Uses office computer system and software (e.g. word processing electronic mail and spreadsheet) to assist in operations and carry out technical work. Uses and maintains complete records and documentation for engineering work conducted. Uses databases GIS and other complex software in the completion of duties.

SPECIAL REQUIREMENTS
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of basic practices and procedures of water quality sampling; green infrastructure maintenance GIS software and applications and environmental best management practices.
Skills and ability to use of field and office engineering instruments especially computers; utilize tools and make field repairs as needed; make accurate computations; communicate effectively both orally and in writing; follow written and oral instructions accurately
PHYSICAL REQUIREMENTS
Drives a motor vehicle and maintains an acceptable driving history; sees using depth perception; may work in moving traffic and judge vehicle speeds; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; reaches overhead; lifts up to 50 lbs.; pushes pulls and carries up to 50-150 lbs. for up to 10 ft.; moves carts weighing up to 150 lbs.; operates a keyboard; rapid mental / hand / eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal and whispered speech level; uses depth perception; works safely around traffic and in construction zones; exposure to all weather conditions including heat cold humidity dust and smoke; exposure to vibration and noise; possible exposure to OSHA Blood / Body Fluid; traverses wet and uneven areas; works predominantly indoors but at times will be working outdoors year round exposed to Oregon Willamette Valley weather; working alongside roadways among moving traffic dealing with potentially angry or uncooperative people around construction equipment and crews entering private property to contact citizens working independently in the field.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
