Position definition : The Director of Federal Programs shall provide leadership and is responsible for developing, implementing, and evaluating all Federal Programs. The ultimate goal is to plan, organize, and direct the District to offer the best educational programs and services. The position is designed to support and enhance the educational process in grades P-K-12. Duties are performed in various school buildings.
Position definition : The Director of Federal Programming and Grants leads the development, implementation, and oversight of all federal and state grant programs within District 300. This role ensures alignment of grant-funded initiatives with the District’s Strategic Plan to support instructional and operational priorities across Pre-K–12. The Director collaborates with district and school leaders to identify funding opportunities, manage compliance, and maximize resource effectiveness. while supporting fiscal integrity by advising on the use of grant funds for Board proposals, capital projects, and budgeting. The Director plays a vital role in advancing educational equity and excellence through strategic grant management.
Duties and Responsibilities :
Foster a culture of continuous improvement and innovation in the administration of grant-funded programs.
Serve as a key member of the Superintendent's Cabinet, contributing to district-wide strategic planning and decision-making.
Provide strategic leadership in the planning, development, implementation, and evaluation of all federal and state programs and grants.
Align federal and state programs and grant initiatives with the D300 Strategic Plan, district priorities, and educational goals.
Provide input and expertise on potential funding sources for Board of Education proposals, construction projects, departmental finances, and school-level budgets.
Advise district leadership on strategies to maximize federal and state grant resources to support district needs.
Contribute to the development of budget recommendations that align with grant opportunities and district priorities.
Oversee the effective and efficient management of all federal and state grants, ensuring compliance with all applicable regulations, guidelines, and reporting requirements.
Lead the development of grant proposals, working collaboratively with district and school-site staff to identify funding opportunities and articulate project needs.
Monitor grant expenditures and budgets, ensuring fiscal responsibility and adherence to grant terms.
Develop and implement internal controls and procedures to ensure the integrity and accountability of grant funds.
Manage the grant application, implementation, and reporting processes, including the timely submission of required documentation.
Ensure district-wide and school-site compliance with all federal and state program regulations and grant requirements.
Develop and implement systems for monitoring program effectiveness and working with the Grant Sponsor ensure accountability for student outcomes and program goals.
Prepare and present reports on grant activities, outcomes, and compliance to the Deputy Superintendent of Instruction, CFO, Superintendent, and Board of Education as required.
Stay abreast of changes in federal and state legislation and regulations related to education programs and grants.
Foster strong collaborative relationships with district administrators, school principals, teachers, and other stakeholders to maximize the impact of federal and state programs and grants.
Serve as a point of contact and resource for information related to federal and state programs and grants.
Facilitate communication and coordination between instructional and operational departments regarding grant-funded initiatives.
Represent the district at state and federal meetings and conferences related to grant programs.
Provide supervision and support to staff directly involved in the administration of federal and state programs and grants.
Conduct performance evaluations and support the professional growth of assigned staff.
Foster a positive and productive work environment within the Federal Programs and Grants department.
Education
Illinois Professional Education License with General Administrative or Principal Endorsement through ISBE
Knowledge
Understanding of continuous improvement processes.
Knowledge of all applicable Federal and State education requirements.
Knowledge of School Code requirements.
Experience in the development and implementation of progress monitoring including data collection, analysis and reporting.
Knowledge of Federal & State grant rules and regulations.
Knowledge of supplement versus supplant.

Performance Evaluation / Accountability
Performance evaluated annually in accordance with Illinois School Code and D300 Administrative Procedures.
Annual evaluation conducted by the Chief Financial Officer.
