Civil Service Mariner Personnel Actions Processor
Help process the full range of official personnel actions for Civil Service Mariner (CIVMAR) population in a timely and accurate manner. Determine the appropriate nature of action, regulatory authority, and ensure action conforms to appropriate rules, regulations, policies, and procedures to be met. Determine pay based upon the Coast assigned, type of ship, and position type. Determine benefits eligibility, creditable service, and follow up on suspense actions. Determine the appropriate coding and process actions through system hardware to generate NPA.
Requirements include : Must be a US Citizen, determined suitable for federal employment, participate in the direct deposit pay program, and successfully pass the E-Verify employment verification check. New employees to the Department of the Navy must serve at least one year at the next lower grade level. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and / or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications require at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience applying HR processing rules, procedures and operations in an HR automated system sufficient to process a full range of recruitment methods and pay changes. Experience utilizing various computer data systems such as Microsoft Office, Access, and Defense Civilian Personnel Data (DCPDS) as well as other information system tools. Experience utilizing personnel various personnel methods, regulations, principles, and concepts and understanding how each relates to processing personnel actions and resolving discrepancies within the employee's electronic record. Experience ensuring accuracy of information to be contained in personnel actions as obtained from the employee, records, guides, etc. (appropriate pay, name, date of birth, veterans' preference, social security number, military information, etc.). Experience consolidating service records with prior service records, establishing and / or maintaining eOPF's including tracking, updating and purging separations from the service records an uploading material from personnel actions.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience : Successful completion of at least four full academic years of education above high school -OR- A combination of experience and education as described above that equates to one year of experience.
