Job Overview :

The selected candidate will be assigned initially to analyzing and documenting the Chart of Accounts impact on critical business functions, supporting business processes, and related computing assets. Additional focus will be on analyzing budget management related financial systems and dependent business processes owned by the Department and assisting in re-engineering in areas impacted by the Standardized Business Process Model and redeveloped interfaces.

The business analyst is a member of the remediation team. They will be expected to work across multiple business units to perform business and detailed systems analysis activities and tasks. They will coordinate with subject matter experts to document requirements. They will also develop test plans, perform test / quality assurance activities and closely coordinate with other remediation team members.

The activities the candidate will be tasked with include, but are not limited to, the following :

  • Research and understand the client's business processes and their inter-relationships.
  • Document and diagram business and system processes and dependencies between them.
  • Research and document impacts on agency business systems in relation to the implementation.
  • Facilitate joint analysis workshops with the business units.
  • Gather and document business and technical requirements as user stories in Azure DevOps and other tools.
  • Manage backlog and work items using Azure DevOps.
  • Coordinate with Development and QA teams.
  • Develop Test Plans and Test Cases.
  • Coordinate testing and quality assurance efforts.
  • Perform oversight reviews of deliverables for compliance with department standards.

Required Qualifications :

  • A minimum of 5 years of Business Process Analysis and systems analysis is required.
  • Proficiency in process mapping / modeling with tools such as Visio is required.
  • Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.
  • Proficiency in writing SQL Queries and performing Data Analysis is required.
  • Skill in performing detailed research, business analysis, as-is and to-be analysis, process modeling
  • Ability to expertly facilitate workshops and meetings with stakeholders.
  • Technical knowledge and understanding of IT infrastructure and software development practices and techniques.
  • Ability to apply principles and techniques in the Project Management Body of Knowledge (PMBOK).
  • Advanced skills with Microsoft products : SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project.
  • Ability to relate to stakeholders’ needs, document their requirements, and perform duties in the absence of staff.
  • Ability to receive and give constructive criticism and maintain effective work relationships with others.
  • Ability to adjust to changing demands in a dynamic environment with diverse work assignments.
  • Preferred Qualifications :

  • Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is highly desired.
  • Experience working with Microsoft DevOps is highly desired.
  • Technical Experience (programming or operations) working in IBM Mainframe, Distributed, and Cloud computing environments is highly desired.
  • Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is desired.
  • Knowledge of data migration is desired.
  • Knowledge of change and release management is desired.
  • Knowledge of testing and quality assurance tools and techniques is desired.
  • Preference will be given to candidates with agile project experience and use of Azure DevOps to manage user requirements and backlogs.
