Essential Duties
and Responsibilities :
Strategic Leadership, Planning, and Integration - 20%
Provide strategic direction and leadership for the District’s Staffing, Recruitment & Retention, Employment Services (including Substitute Services, Licensing, Onboarding, and Employee Contracting), HRIS, and Compensation functions to ensure alignment with MMSD’s mission and vision.
Serve as a key member of the HR Leadership Team, collaborating with District, school, and departmental leaders to develop, implement, and evaluate HR strategies that advance workforce excellence, operational efficiency, and equity.
Lead the integration of human capital systems and processes across HR teams to improve coordination, data-driven decision-making, and service delivery.
Guide the development and implementation of HR strategic plans, key performance indicators (KPIs), and continuous improvement initiatives.
Partner with the Senior Executive Director of Human Resources and other HR leaders to design and implement department-wide initiatives, organizational restructuring, and workforce optimization projects to ensure operational continuity and efficiency.
Represent the Human Resources function in District committees, negotiations, and cross-functional planning efforts.
Staffing, Recruitment, Licensing, and Onboarding - 30%
Provide leadership and oversight for all Staffing operations, including recruitment, selection, placement, transfers, and workforce planning across all schools and departments.
Oversee and support the HR Staffing Manager and supervisory staff in executing assigned functions to ensure timely hiring, equity in placement, and compliance with all legal and contractual obligations.
Lead the development and implementation of multi-year functional strategic plans.
Provide general oversight of systems and processes for daily, short-term, and long-term substitute staffing needs.
Oversee and ensure compliance with state licensing requirements for instructional and administrative staff.
Lead partnerships with schools and departments to forecast short- and long-term staffing needs and proactively plan and implement appropriate recruitment and internal pipeline development strategies.
Lead efforts to ensure onboarding processes are comprehensive, welcoming, and aligned with MMSD’s commitment to equity, inclusion, and employee engagement.
Monitor and evaluate recruitment and retention metrics, recommending strategies to improve the candidate pipeline, diversity of hiring, and time-to-fill metrics.
HR Systems, Data, and Analytics - 20%
Provide strategic oversight and direction for the Human Resources Information Systems (HRIS) team, ensuring data integrity, system optimization, and alignment with organizational needs.
Oversee the integration of HRIS platforms with other district systems (e.g., financial, time and attendance, and applicant tracking) to ensure data integrity and operational efficiency.
Develop and maintain HR dashboards and reporting tools that track key performance metrics such as staffing levels, vacancies, retention, turnover, and compensation benchmarks.
Lead data governance, reporting compliance, and user access protocols to safeguard employee information and ensure adherence to data privacy laws.
Identify opportunities for process automation and technology improvements that enhance HR service delivery and efficiency.
Collaborate with other District departments and functions to evaluate new systems, upgrades, or enhancements to improve cross-departmental data workflows.
Ensure training and support for HR staff in the effective use of HRIS and reporting tools.
Compensation and Position Control - 15%
Provide leadership and oversight of compensation systems, salary structures, and job classification processes to ensure internal equity, market competitiveness, and fiscal responsibility.
Ensure consistent application of compensation policies and accurate evaluation of job classifications.
Partner with other District departments and functions to maintain accurate position control records and ensure alignment between HR and fiscal systems.
Lead the development and implementation of tools and models to support compensation analysis, projections, and strategic workforce cost planning.
Provide guidance and recommendations on compensation practices in relation to collective bargaining agreements, Board policies, and District initiatives.
Lead ongoing analyses of salary structures, equity adjustments, and benchmarking studies to inform districtwide compensation strategies.
Customer Service, Communication, and Collaboration - 10%
Foster a service-oriented culture within the HR department that emphasizes collaboration, responsiveness, and proactive problem solving.
Build and maintain strong relationships with school leaders, department heads, and employee groups to anticipate and address HR needs.
Communicate effectively with staff, union representatives, and external stakeholders regarding staffing, systems, and compensation processes.
Oversee the development of resources, guides, and communications that promote understanding and consistent application of HR policies and practices.
Promote MMSD’s commitment to diversity, equity, and inclusion in all HR initiatives and interactions.
Serve as a visible and approachable leader who models professionalism, accountability, and continuous improvement.
Other Duties as Assigned 5%
Performs other duties as assigned by executive leadership or their representatives or designees.
Attend district and school functions that support MMSD’s strategic framework, initiatives, and core values.
Complete any and all district required training.
Build collaborative relationships with business partners.

Experience and proficiency working with HRIS systems, including ATS systems

Ability to establish and maintain strong interpersonal relationships with a diverse group of internal and external stakeholders
Required Qualifications :
Master’s degree in Human Resources, Business Administration, Educational Leadership, or a related field, or commensurate experience
Ten years of experience working in a professional HR capacity
Five years of leadership and / or supervisory experience
SHRM-SCP, SPHR, or equivalent professional designation preferred

Physical Requirements :
Ability to work under generally safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury. This position requires the ability to lift up to 25 pounds occasionally and may involve walking, sitting, stooping or reaching. Manual dexterity is necessary for completing general tasks while operating office equipment. This position may require being stationary for extended periods of time.
Ability to perform work in a variety of indoor and outdoor environments throughout the year, including in inclement weather, spaces without air conditioning, and areas where temperatures may be uncomfortable or fluctuate rapidly.
Working Conditions :
Work requires travel to different locations within the district and to off-site meetings
Position may require working evenings, nights, and some weekends based on District needs
