Program Manager

JOB DESCRIPTION

Axiom Consultants, Inc, is seeking a skilled and driven Program Manager (PM) to lead cybersecurity and Risk Management Framework (RMF) engineering efforts for the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) . In this leadership role, you will oversee a team of cyber professionals safeguarding Navy systems, ensuring compliance, and supporting warfighter readiness.

• Serve as the primary point of contact between the Government and the contractor team.
• Lead program execution in RMF engineering, STIGs, compliance audits, and vulnerability remediation.
• Manage all aspects of project planning, cost control, schedule tracking, and performance monitoring.
• Guide and mentor a geographically distributed cybersecurity team to maintain technical excellence.
• Align cybersecurity execution with DoD and Navy security policies, including NIST SP 800-53, DoDI 8500.01 / 8510.01, and NAVSEA A&A guidelines.
• Coordinate with ISSMs, Authorizing Officials, and technical leads to deliver complete and accurate RMF packages.
• Promote continuous improvement practices and security innovation across the project lifecycle.

Program Manager

• Target Education : Bachelor's degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering & mathematics (STEM) degree from an accredited college or university, or a Project Management

Professional Certification (PMP) is acceptable.

• Target Experience : Ten (10) years' experience in managing a team in information technology and while serving as the overall program manager and primary interface with customers. Five (5) years of that experience should be related to information assurance experience.
• Navy experience preferred!

PLACE OF PERFORMANCE

• The contractor's primary place of performance shall be at government facilities in Philadelphia, PA . It is estimated that 89% of the work will occur on-site at the NSWCPD facility and 11% of the work will occur off-site at the contractor facility.
• Performance will in Philadelphia; however, travel may be required to the following government sites : Key West, FL, Norfolk, VA, and Other CONUS Locations as required.

SECURITY REQUIREMENTS

• Secret or TS with SSBI Investigation, or TS / SCI
