Overview

The Human Resources Director will elevate HR to a strategic business partner, leading the planning, development, and execution of MTC's human capital strategy and partnering with Finance, Technology Services, and Administrative Services.
Key Responsibilities
Provide oversight and strategic direction for all HR programs and operations.
Develop goals, milestones, and performance metrics for HR initiatives.
Partner with other sections on cross-functional projects and shared objectives, keeping Executive Staff informed of HR programs, initiatives, and challenges.
Deepen HR credibility through transparent, consistent, and equitable decision-making.
Complete the Oracle Cloud Implementation and modernize HR systems, using data and analytics to improve decision-making and employee experience.
Advance a strategic people agenda that aligns the agency's Strategic Framework, classification and compensation, workforce planning, and talent development.
Foster proactive labor and employee relations, preparing for 2027 negotiations and maintaining fair, legally sound processes.
Qualifications
Seasoned, strategic HR executive with experience in developing an organizational people strategy and operational execution. Expertise in organizational development, workforce planning, and labor relations within a unionized environment, alongside political acumen for a public-sector setting.
Minimum Qualifications
Education : Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field.
Experience : Minimum six (6) years of progressively responsible HR leadership, including at least four (4) years in senior management, with demonstrated labor relations, policy development, compliance, and strategic workforce planning.
Desired Qualifications
Master's degree in Human Resources, Business Administration, Public Administration, or related field.
Senior-level HR management in a public-sector, represented organization.
Success leading HR modernization, systems and policy transformation.
Experience implementing or optimizing HRIS / ERP systems, preferably Oracle Cloud.
Strong understanding of California and federal employment law and public-sector compliance frameworks.
Salary & Benefits
Salary Range : $230,930 – $287,132 annually, commensurate with experience.
RETIREMENT – Public Employees Retirement System (PERS) and two pension plans under California Pension Reform.
HEALTH INSURANCE – Agency-paid health plan through PERS.
DENTAL INSURANCE – Agency-paid, with optional employee contributions.
VISION INSURANCE – Agency-paid.
ADDITIONAL INSURANCE – Life, AD&D, short-term and long-term disability; voluntary supplemental life.
HOLIDAYS – 11 paid holidays per year.
VACATION – One day per month paid vacation; increases by one day per year of service to a maximum of 25 days.
SICK LEAVE – One day per month paid, unlimited accrual, with cash-out up to 240 hours upon separation.
PERSONAL BUSINESS LEAVE – Up to three (3) days per year.
MONTHLY TRANSIT / PARKING SUBSIDY – Up to $325 per month.
DEFERRED COMPENSATION – Alternative employee-paid payroll savings plans available.
FLEXIBLE SPENDING ACCOUNTS – Voluntary employee-paid pre-tax dependent care and health care FSA.
