Position Description
A&CMs Capital Programs (CP) is responsible for end-to-end management of over 500 active modernization projects across the Authoritys properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents and include modernization of building systems interiors and exteriors apartments and grounds. Current programs focus on heating systems elevators roofs brick facades CCTV and layered access controls entryways flood protection and resiliency community centers lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches with budgets ranging from $100000 to up to $100 million per project.
The A&CM CP Field Operations Department is seeking to hire an Administrative Supervisor of Plumbing. Reporting to the Director of A&CM CP Field Operations with wide latitude for independent judgment and decision-making the Administrative Supervisor of Plumbing will oversee all plumbing work managed by A&CM at NYCHA properties and ensure plumbing activities are performed in a technically correct manner and in compliance with governmental regulations. All work and activities are to be performed throughout all five boroughs.
Key day-to-day responsibilities include :
and monitor the installation alteration and repair of piping of gas underground of water sewer fire and steam lines replacement of hot water heaters convector valves air vents and all work related to building system plumbing.
applications and obtain building permits for plumbing work if required conduct and witness tests on plumbing and gas piping systems prepare reports notices and other documents prepare sketches and layouts which may be required. Perform regular site visits and perform final inspections and sign-offs.
DOB Badge to perform DOB inspections for gas pipe replacement projects per 2023 NYCHA / DOB MOU : AUTHORIZATION FOR NYCHA TO CONDUCT GAS FIRED COOKING AND HEATING EQUIPMENT INSPECTIONS ON BEHALF OF DOB.
all required documentations for such inspections to DOB.
issuance of gas authorization (blue card) for gas piping and work with DOB to administratively sign off LAA or Plumbing Permit once inspections are completed.
with the DOR to review DOB Job Filings to meet DOB code requirements and facilitate regulatory and utility sign-offs.
and conduct regular on-site inspections during plumbing installations. Lead and attend progress meetings with project team at the jobsite to troubleshoot construction issues and / or to consult on resolution of code violations.
and recommend approval of Change Orders for validity.
NYCHA drawing archives to retrieve and review as-built drawings to determine existing conditions.
with Designer of Record (DOR) and the Project Management Team to determine project scope and best form of filing for gas restoration projects. Review contract documents prior to filing.
the DOR with design and constructability reviews of contract documents.

NOTE : A Master Plumber License must be issued by the New York City Department of Buildings which will solely be used for NYCHA and no other Private City or State entities. As a licensed plumber position may require work as a Department of Building (DOB) inspector upon agreement between NYCHA and DOB to conduct DOB inspections for the replacement / installation of the gas piping.

Six years of recent satisfactory full-time paid progressively responsible experience in the one of the following trades in which the incumbent is to be employed : painting carpentry bricklaying electrical work plastering plumbing or roofing at least 18 months of which must have been as a foreman.
For appointment to the skilled trade specialty of Electrical Work possession of a valid license as a Special Electrician issued by the New York City Department of General Services is required.
For appointment to the skilled trade specialty of Plumbing possession of a valid Master Plumber license issued by the New York City department of Buildings is required.
Education at an accredited college or university in engineering architecture or a related field may be substituted for general experience (but not for the 18 months of foreman experience described above) at the rate of one year of college for six months of experience up to a maximum of four years of college for two years of experience.
