Job Description : Purpose :

Under minimal direction coordinates interdepartmental and interagency environmental and / or conservation programs or projects serves as a liaison for interdepartmental and interagency environmental / conservation issues and coordinates and supports the environmental / conservation activities of a division / section for various projects and programs.

Duties Functions and Responsibilities :

Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.

Serves as coordinator or liaison for interdepartmental and interagency issues and projects.

Communicates project and program information to internal and external customers.

Assists in management or resolution of interdepartmental and interagency conflicts.

Facilitates closure of litigated cases.

Negotiates permit and / or plan revisions with project engineers and contractors.

Develops / establishes service agreements with other programs departments and agencies.

Develops and manages contracts.

Manages and reviews environmental remediation plans.

Provides technical advice and assistance to City management staff contractors and businesses.

Evaluates projects programs and criteria.

Assists in the development and adoption of new City Code regulations policies and procedures.

Assists in development of new / revised interdepartmental or interagency protocol or procedures.

Reviews evaluates and recommends revisions to City Code rules policies and legislative bills.

Reviews evaluates and recommends revisions to technical reports studies and contract documents.

Reviews site plans environmental site assessments and stormwater / effluent discharge proposals.

Evaluates existing conditions collectssamples interprets sampling data and develops corrective action plans.

Educates and conducts presentations to public.

Assists in the development of short- and long-range plans.

Prepares written reports memoranda letters RFP / RFQ / IFBs and Standard Operation Procedures.

Assists in the development and monitoring of budgets.

Attends City Council Board Commission Meetings etc. as a City / Department staff representative.

Responds to requests from the media.

Minimum Qualifications :

Graduation with a Bachelors degree from an accredited college or university with major course work in a field related to Environmental Science Life Science Biology Chemistry Engineering Landscape Architecture Public Administration Business Administration Planning plus six (6) years of experience in a related field.

Masters degree may substitute for experience up to two (2) years.

Related experience may substitute for education up to four (4) years

Licenses and Certifications Required :

None.

Preferred Qualifications :

Experience with ESRI software.

Experience with managing large dynamic public-facing data sets.

Experience using field applications to collect spatial data.

Experience collaborating with Workforce Development and Conservation.

Experience working independently on multiple projects.

Salary Range : $ 67038.40 (min) - $83803.20 (mid) Annual

LOCATION :

DAYS AND HOURS :

40 hours per week Monday - Friday with the ability for a telework schedule per week after initial training period. Exceptions may apply subject to the business needs of the department.

May require working outside of normal business hours including emergency events evenings weekends and holidays as dictated by business needs.

What does the Watershed Protection Department do

POSITION OVERVIEW :

This position provides data management and mapping support to the Green Infrastructure Division in Watershed Protections Operations group. The ideal candidate will have a background in natural systems management with demonstrated experience in GIS and data organization.

Tasks include maintaining and editing existing datasets related to land management activities facilitating new projects to assist with digitizing and managing assets assist with map making needs for internal and external customers QAQC and updating ongoing projects and providing general support as needed. This position will also help with field verification of assets and data collection in the field to support the team with monitoring and reporting on land management activities.

This position will manage a green workforce development contract and carry out related tasks such as coordinating project schedules developing and implementing curriculum and experiences for contract participants overseeing contractor performance ensuring compliance with deliverables and maintaining all related contract documentation. This position will collaborate with diverse partners to advance equity and inclusion in the green workforce creating pathways for underrepresented communities to enter and thrive in the field.

ESSENTIAL STATUS :

This position has been designated as an Essential Employee the event of a city-designated extraordinary situation or emergency condition essential employees provide services that impact the public health safety utility services and welfare of members of the Austin community and other employees as well as ensure the continuity of essential operations. Essential Employees may be called back in during such events required to modify their schedule assigned to a City-designated work site or retained on-site to assist with operations and recovery.
